This Law is designed to regulate legal, organizational, economic and other relations in the field of safety of transport complex of the State Parties of the CIS from acts of illegal intervention, technogenic and natural crisis situations, and also in the field of ensuring national interests of the State Parties of the CIS in the field of transport activities.
1. The legislation of the State Party of the CIS in the field of safety on transport consists of the constitution of the State Party, other regulatory legal acts, international treaties and agreements of the State Party of the CIS.
2. The conventional principles and rules of international law and the international agreements of the State Party of the CIS are component of the legislation regulating safety on transport. If the international treaty of the State Party of the CIS establishes other rules than provided by this Law, then rules of the international treaty are applied.
For the purpose of this Law the following basic concepts are used:
the act of illegal intervention - action (failure to act), including act of terrorism directed to violation of stability of transport activities;
safety on transport - the condition of transport system of the State Party of the CIS allowing to ensure homeland security in the field of transport activities stability of transport activities, to satisfy national interests in the field of transport activities, to prevent (to minimize) harm to health and (or) life of people, damage to property and the environment, economic damage in case of transport activities;
the legislation of the State Party of the CIS - body of laws of the State Party of the CIS;
