About protection of soils
Soils are one of important components of the environment, integral part of the habitat of the person, plants and animals, basis of implementation of economic and other activity.
This Law establishes the basic principles of state policy, the legal basis of activities of public authorities, legal entities and physical persons for the purpose of rational and careful use of soils, preserving their quality and fertile layer, protection of soils against negative impacts.
This Law is adopted in development of the land and ecological legislation and directed to preserving soils and the favorable environment in general.
1. Subject of regulation of this Law are the relations arising in case of realization of state policy on protection of soils when implementing the state control of condition of soils, observance by subjects of economic and other activity of requirements for the prevention of pollution, degradation of soils, to preserving and recovery of soils and their fertile layer.
2. The relations arising in connection with implementation of activities for protection of soils in the part which is not settled by this Law are regulated by the relevant standards of the land, ecological and nature protection legislation.
In this Law the following basic concepts are used:
soils - the natural or changed as a result of economic and other activity earth blanket which is consisting of mineral and organic substances, water, air, soil organisms and products of their life activity having the fertility, structure and properties necessary for existence of plants and animals, life support and activities of the person;
condition of soils - set of the indicators characterizing structure, structure and properties of soils;
