1. Approve the Methodical instructions "About Procedure for Establishment of Compensation Payments for the Electric Power since January 1, 2010 and Application of Minimum Wage, and also about Recalculation of Insurance Parts of Pensions since March 1, 2010" it (is applied).

2. Declare invalid the resolution of Board of Social fund of the Kyrgyz Republic "About approval of the Procedure for establishment of monthly compensation payments for the electric power" of December 1, 2009 No. 138.

4. To provide to chiefs of regional bodies of Social fund of the Kyrgyz Republic:

- timely recalculation of paid pensions according to the Methodical instructions "About Procedure for Establishment of Compensation Payments for the Electric Power since January 1, 2010 and Application of Minimum Wage, and also about Recalculation of Insurance Parts of Pensions since March 1, 2010" approved by this resolution;

PROCEDURE FOR ESTABLISHMENT OF COMPENSATION PAYMENTS FOR THE ELECTRIC POWER SINCE JANUARY 1, 2010 AND APPLICATION OF MINIMUM WAGE, AND ALSO ABOUT RECALCULATION OF INSURANCE PARTS OF PENSIONS SINCE MARCH 1, 2010

1. GENERAL PROVISIONS

1) These Methodical instructions are developed for the purpose of realization: The presidential decree of the Kyrgyz Republic "About establishment of compensation payments in case of change of tariff policy" of November 13, 2009 unitary enterprise No. 509, Article 16 of the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2010 and the forecast for 2011-2012" of January 29, 2010 No. 19 and the Presidential decree of the Kyrgyz Republic "About increase in insurance parts of pensions since March 1, 2010" of January 28, 2010 No. 18.

2) According to Item 1 of the Presidential decree of the Kyrgyz Republic "About establishment of compensation payments in case of change of tariff policy" of November 13, 2009 unitary enterprise No. 509 since January 1, 2010 monthly compensation payments for electrical energy in the amount of 200 som to the pensions granted according to the Law of the Kyrgyz Republic "About the national pension social insurance" which sizes do not exceed 4000 (four thousand) som are established.

At the same time to the pensions granted and paid after January 1, 2010 compensation payments for the electric power and according to the Presidential decree of the Kyrgyz Republic "About compensation payments to pensioners in connection with increase in rates for electrical energy" of June 5, 2008 unitary enterprise No. 193 and according to the Presidential decree of the Kyrgyz Republic "About establishment of compensation payments in case of change of tariff policy" of November 13, 2009 No. 509 (including all new appointments are estimated taking into account these compensation payments for the electric power) on the following scale are established:

to pensions to 200 som - 332 som;

to pensions from 201 to 300 som - 317 som;

to pensions from 301 to 400 som - 302 som;

to pensions from 401 to 500 som - 292 som;

to pensions from 601 to 700 som - 277 som;

to pensions from 701 to 800 som - 272 som;

3) According to Item 1 of the Presidential decree of the Kyrgyz Republic "About increase in insurance parts of pensions since March 1, 2010", since March 1, 2010 the sizes of insurance part of the pensions granted under the Law of the Kyrgyz Republic "About the national pension social insurance" till March 1, 2010 are subject to increase up to enforcement of this Decree, on the following scale:

- for pensions which general size does not exceed 1000 som, - for 500 som;

- for pensions which general size constitutes from 1001 to 2000 som, - for 350 som;

- for pensions which general size constitutes from 2001 to 4000 som, - for 250 som;

- for pensions which general size constitutes from 4001 to 10000 som, - for 150 som;

- for pensions which general size constitutes over 10000 som, for 100 som.

Thus after recalculation the size of insurance part of pension on each following scale shall not be lower than the size of insurance part of pension on the previous scale.

The sizes of the raised pensions specified in this Item are determined without the allowances established by the legislation of the Kyrgyz Republic and compensation payments.

4) the sizes of pensions appointed and paid according to the Law of the Kyrgyz Republic "About the national pension social insurance" for March 1, 2010 are subject to Recalculation.

5) thus after recalculation the size of insurance part of pension on each following scale shall not be lower than the size of insurance part of pension on the previous scale:
