About approval of the Declaration of the purposes and tasks of the budget for 2011 (Budget declaration)

According to article 31 of the Law of Ukraine "About the Cabinet of Ministers of Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Approve the Declaration of the purposes and tasks of the budget for 2011 (Budget declaration) which is attached.

2. To provide to the ministries, other central executive bodies during creation of the bill of Ukraine "About the Government budget of Ukraine for 2011" accounting of the Declaration approved by this resolution.

Declaration of the purposes and tasks of the budget for 2011 (Budget declaration)

1. The declaration of the purposes and tasks of the budget for 2011 (Budget declaration) is developed for the purpose of forming of budget policy for 2011 which will be directed to creation of conditions for resolute overcoming effects of financial and economic crisis, carrying out effective tax and budget policy, transition to investment and innovative model of development of economy, increase in the employment level of the population, increase in the size of the salary, assistance of price and currency and course stability.

The draft of the Government budget of Ukraine for 2011 shall be created on realistic macroindicators of economic and social development of the state taking into account change of tax base, by liquidation of administrative obstacles of business development and with simultaneous attraction of resources and answer such purposes:

creating favorable conditions for production development, stimulation of permanent economic and social reorganization of the state;

realization of the weighed debt policy;

provision of services for satisfaction of public requirements proceeding from the principle of ensuring their provision taking into account real state resources;

gradual increase in social standards;
