About transition of the power to provisional government of the Kyrgyz Republic

Having the sacred right of the carrier of sovereignty and the single source of the government of the Kyrgyz Republic, on April 6-7, 2010 the people of Kyrgyzstan overthrew antinational regime of K. S. Bakiyev.
As a result of national declaration of will the government passed to Provisional Government of the Kyrgyz Republic.
For the purpose of creation of efficient system of public administration on behalf of the people of Kyrgyzstan the Provisional Government of the Kyrgyz Republic accepts this Decree:
1. The government in the Kyrgyz Republic according to national declaration of will passes to Provisional Government of the Kyrgyz Republic.
2. In the Kyrgyz Republic before acceptance of new edition of the Constitution of the Kyrgyz Republic, the Constitution accepted by referendum (national vote) of the Kyrgyz Republic on October 21, 2007 keeps the legal force.
The powers and functions enshrined in the Constitution of the Kyrgyz Republic for the President of the Kyrgyz Republic, Jogorku Kenesh of the Kyrgyz Republic and the Government of the Kyrgyz Republic are assigned to Provisional Government of the Kyrgyz Republic.
3. The Jogorku Kenesh of the Kyrgyz Republic of the 4th convocation is dismissed this Decree.
4. According to the constitutional principle about government accessory to the people of Kyrgyzstan and this Decree legislative powers and functions of Jogorku Kenesh of the Kyrgyz Republic for the period before elections of new structure of Jogorku Kenesh of the Kyrgyz Republic are performed by Provisional Government of the Kyrgyz Republic.
5. Ahead of schedule to stop powers of the structure of the Central commission on elections and holding referenda of the Kyrgyz Republic created in 2008.
