1. Citizens of the Russian Federation (further - citizens) have the right to participate in implementation of justice as jurymen of federal courts of the general jurisdiction (further - jurymen).
2. Jurymen are persons allocated according to the procedure, established by this Federal Law and the Federal procedural Laws, powers on implementation of justice on civil and criminal cases as a part of court and the acting as judges on nonprofessional basis.
3. Restriction of the right of citizens to participate in implementation of justice as jurymen depending on floor, race, nationality, origin, property status, the relation to religion, beliefs, belongings to public associations is not allowed. Restriction of this right is set only by this Federal Law.
4. Participation of citizens in implementation of justice as jurymen is their civic duty.

The general list of jurymen of district court (further also - the general list) is created by the relevant representative body of local self-government on the basis of the electoral register of the area to which territory jurisdiction of this district court extends. At the same time the number of jurymen is determined at the rate of 156 jurymen on one judge of district court.
2. The general list affirms legislative (representative) body of the subject of the Russian Federation and is brought by it into the relevant district court not later than month before the expiration of powers of the jurymen included in the previous general list.
3. Term of office of the jurymen included in the general list, five years.
