About approval of Rules of safe operation of pumping points of water management systems

According to article 33 of the Law of Ukraine "About labor protection" I ORDER:

1. Approve Rules of safe operation of pumping points of water management systems (further - Rules) which are attached.

2. Declare invalid the order of Committee on supervision of labor protection of Ukraine of the Ministry of Labour and Social Policy of 01.04.99 N 55 "About approval of Rules of safe operation of pumping points in water management systems of melioration".

3. To provide to the head of department of the organization of the state supervision in the AIC and the welfare sphere of department of the organization of the state supervision Tkachyov V. S. within five days submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Kalinovskaya I. G. enter corresponding changes in the State register of regulatory legal acts on labor protection and place the specified information on the web page of Gosgorpromnadzor.

5. To provide to the assistant department head of personnel, clerical work and special work of Kravtsyu V. Yu. publication of the order in mass media.

6. To impose control over the implementation of this order on the First Deputy Chairman of Committee Dengin A. P.

7. This order becomes effective from the date of its official publication.

Rules of safe operation of pumping points of water management systems

I. General provisions

1.1. Requirements of Rules of safe operation of pumping points of water management systems (further - Rules) extend to subjects of managing irrespective of patterns of ownership which will organize or carry out works on technical operation of pumping points on water management systems of melioration and protective constructions (further - subjects of managing), and on workers who perform the works connected with technical operation, servicing, repair, adjustment and testing of electrotechnical installations, the hydrotechnical and hydromechanical equipment of pumping points.

1.2. These Rules establish requirements concerning labor protection during operation of pumping points of water management systems of melioration and protective constructions and their work in the technological mode, accomplishment of repair work and the requirement to servicing of pumping points when they are not involved in work.

1.3. Terms which are used in these Rules have such values:

crew (according to the work permit or the order) - two and more workers, inclusive with the works manager or the supervisor;

exit personnel - personnel (engineers, technicians, electricians, mechanics and so forth) which leave for servicing of the pumping point assigned to it or the group of pumping points trained and allowed to operational servicing and repair of the electrotechnical and hydromechanical equipment which also takes part in recovery from the accident and renewal of normal operating mode of the equipment of pumping points;

hoisting machines - cranes of all types, cranes excavators (the excavators intended for work with hook which is suspended on rope), waist, winches for lifting of load and people;

the work permit - the order constituted on the special form on safe carrying out work which determines its content, the place, the beginning and the termination, necessary security measures, structure of crew and persons responsible for safe performance of work;

operational servicing of electroinstallations - complex of works which includes: maintenance of necessary operating mode of electroinstallations; carrying out switchings, surveys of the equipment; preparation for carrying out repair (preparation of workplace, execution of the admission); the maintenance of the equipment provided by production instructions of workers;

workers operational (persons on duty) are workers who are on watch in change and are allowed to operational management and operational switchings: duty engineers and technicians, shift supervisor, chief of pumping point, persons on duty on pumping point, operators of pumping units, members of operational mobile teams;

workers repair are the workers (engineers, technicians, masters, workers) trained and allowed to repair and maintenance of the electrotechnical equipment, hydrotechnical and hydromechanical equipment, and also to repair and servicing of devices of automatic equipment, remedies and measurements;

works which are performed according to the procedure of the current operation, accomplishment by operational or quickly repair workers independently of such works on the site assigned to them during working shift which do not need execution of the work permit or order;

the order - task for safe performance of work which is registered in the magazine determines its content, the place, time, security measures (if they are required) and persons to whom its accomplishment is entrusted;

maintenance of electrotechnical installations and the hydrotechnical equipment - work or complex of works on maintenance of operability of installations, the equipment in their usage time to destination, in ready state when they are not involved in work, or for the purpose of their long-term storage during conservation. Maintenance of installations and the equipment includes also testing of the equipment and devices, pulling up of contact connections, bolts of flange connections and epiploons and so forth, adjustment, regulation of the equipment and gages, dolivany oils, testing and measurement of insulating characteristics and so forth.

Part of the works connected with maintenance of electrotechnical installations and the hydrotechnical equipment is carried out by duty workers of pumping point according to job descriptions.

The reducings, terms, determinations concerning safe operation of electroinstallations which are used in these Rules are given in Rules of safe operation of electroinstallations of the consumers approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 09.01.98 of N 4, registered in the Ministry of Justice of Ukraine 10.02.98 for N 93/2533 (further - NPAOP 40.1-1.21-98).

II. Requirements to safe operation of pumping points

2.1. General requirements

2.1.1. The employer shall create in workplaces in each structural division of working condition according to the requirements acting regulatory legal acts and also provide observance of requirements of the legislation concerning the rights of workers in labor protection industry.

2.1.2. At each company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 are developed (NPAOP 0.00-4.15-98).

2.1.3. Workers who perform technical operation of pumping points are provided with special clothes, special footwear and other individual protection equipment according to the Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of water economy approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 12.10.2009 of N 169, registered in the Ministry of Justice of Ukraine 03.11.2009 for N 1017/17033 (further - NPAOP 0.00-3.08-09).

2.1.4. During execution of the works which are not connected with operation of the electrotechnical equipment and hydromechanical equipment of pumping points it is necessary to be guided by the corresponding rules, regulations, instructions and other existing regulatory legal acts on labor protection.

2.2. Requirements to the territories and buildings of pumping points

2.2.1. The territories and buildings of pumping points shall meet the requirements of the operating state construction regulations, construction regulations and rules, Fire safety regulations of Ukraine, sanitary standards of designing.
