About approval of Rules of technical operation of rail transport of industrial enterprises
According to the Charter of the railroads of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of 06.04.98 of N 457, for the purpose of ensuring safe functioning of own technological rail transport, increases in traffic safety and industrial safety on industrial enterprises of Ukraine I ORDER:
1. Approve Rules of technical operation of rail transport of industrial enterprises which are attached.
2. To department of metallurgical and ore mining industry (Abrosimov M. I.), to Management of legal providing (Vernidubov S. I.) provide provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.
3. This order becomes effective from the date of its official publication.
4. To put control over the implementation of this order on the deputy minister Grishchenko S. G.

In these Rules terms have such values:
the block site - the part of interexchange stage during the autoblocking or semi-autoblocking limited to traffic lights through passage (borders of block sites) or the traffic light through passage (block site border) and the entrance traffic light of the station;
side track - track, moving on which, the railway vehicles deviate by the railroad switch;
crew of special railway vehicles - the workers, the driver and the assistant driver or the driver and the assistant to the driver of section car appointed for management and servicing of special railway vehicles;
goods wagons - the cars intended for transportation of goods (closed cars, gondola cars, platforms, tanks, specialized cars for transportation of goods: cars of bunker type, refrigerated cars, grain-carriers, transporters, container carrying ships, cement trucks, aglovoza, koksovoza, kotunovoza, cars for transportation of fertilizers, wood and so forth);
the consignee - the legal entity or physical person authorized on receipt (acceptance) of load;
the consignor - the legal entity or physical person acting on its own behalf or on behalf of the owner of the load specified in carriage documents;
maintaining the train with special vigilance - permanent, special attention of locomotive crew to train traffic conditions;
exhaust track - deadlock track on the horizontal platform or with bias towards sorting Kolya, intended for accomplishment of maneuvers by the sedimentation, pushes (isolated, serial) or method of continuous sorting of cars;
window - time during which train service on stage, on separate koleyakh of stage or at the station for carrying out repair construction works stops;
the entrance (exit) alarm system - the alarm system which is used to permission of entrance and departure of railway vehicles to the production room;
internal track - track, located in the territory of the companies: station, track of stages, the stations connecting among themselves, posts; cargo-unloading track; entrances to the working horizons of pits, dumps; portable track in faces and on dumps; connecting and others track which appointment is determined by the transactions which are carried out on them;
dimension of approach of buildings - limiting cross (perpendicular to track axis) contour in which no parts of constructions and devices shall come. The devices intended for their direct interaction with railway vehicles (car decelerators in working order, contact wires with fixture details and so forth) can only be exception;
loading dimension - limiting cross (perpendicular to track axis) contour in which, without coming out, the load (taking into account packing and fixture) on open railway vehicles shall be placed in case of stay it on direct horizontal track;
dimension of railway vehicles - limiting cross (perpendicular to track axis) contour in which, without coming out, shall take place as loaded, and the empty railway vehicles established on direct horizontal track;
brake - the device in mobile warehouse which creates the artificial resistance of movement for regulation of speed and stop in the right place;

equipment Item - the Item which is specially equipped with constructions and devices for accomplishment of the transactions connected with preparation of locomotives, special self-propelled railway vehicles for work: delivery by fuel, lubricant and cleaning cloths, water, sand and so forth, and also for accomplishment of maintenance of locomotives, special self-propelled railway vehicles;
railway and construction machines - one of types of special railway vehicles having one or several working bodies which perform works on construction, on all types of repair, content and maintenance of constructions and devices of rail transport;
road bed - the basis of the railroad prepared from local soil which provides standard position of the route in the plan and profile;
removable mobile units - removable section cars,-track cars, repair towers on the electrified sites, koleeizmeritelny, defektoskopichesky and other carts and mobile units which can be removed from track manually by workers who service them;
the head of maneuvers - the worker who directly directs actions of all persons participating in maneuvers without which specifying the driver of the locomotive who is carrying out maneuvers has no right to set the locomotive in motion;
the works manager - the responsible person to who the management of works on operated railway колеях is assigned, constructions and devices;
clientele - the companies and the organizations (partners of the railroads of general network) which use services of rail transport of the company owner of railway economy and administratively are not its part;

locomotives - electric locomotives, traction aggregates, diesel locomotives, engines;
locomotive crew - workers, are intended for management and servicing of train and shunting locomotives, and also traction aggregates.

the low-operating sites - sites with sizes of train service no more than 8 couples a day;
maneuvers (shunting work) - movement of railway vehicles within the station (-track development of the company), connected with disbandment and forming of trains and shunting structures, and also with accomplishment of transactions on transport servicing of engineering procedures of production (clients, partners);
the shunting dispatcher - the shift head of shunting work at the station or in the area and where there is no person on duty on the station - the manager on acceptance and departure of trains;
shunting procedure for movement (between separate Items) train service between separate Items which borders match;
the shunting area - the part of the station (-track development of the company) including station track, sorting hill and exhaust (sorting) track which is serviced by one shunting locomotive;
shunting structure - one or group of the cars linked among themselves and to the locomotive which is carrying out maneuvers. In the course of shunting work the number of cars in shunting structure can change;
stage interon point duty - the stage limited to-track posts or-track post and the station;
interexchange stage - the stage limited to stations, traveling and obgonny Items;
the local instruction - the instruction which is developed for development of separate provisions of these rules, instructions for train service and the alarm system on rail transport of industrial enterprises taking into account local service conditions of rail transport.

the pushing locomotive - the locomotive in the rear of the train intended for the help to the leading locomotive on separate stages or part of stage;

the train dispatcher - the shift head of train service on stages providing transportation according to the established schedules and other workers fulfilling it duties;
train procedure for movement - acceptance and departure of trains on one of the established means of the alarm system and communication;
train signals - signals which are applied to determination of trains, locomotives and other mobile units;

devices of remote control - the devices allowing to exercise control of shooters, the entrance (exit) alarm system, gate of buildings, the crossing alarm system and other objects from cabin of the locomotive or special self-propelled railway vehicles (other control center) by means of radio signals or other data carriers;
devices for recovery of flowability of loads - winter shelters (defrosting garages), drilling and vibration raspushivatelny rigs, infrared radiators and so forth;
maintenance Item - specially allocated place equipped with the corresponding processing equipment on which the complex of transactions (or separate transactions) on maintenance of operability of railway vehicles is carried out;
the railway division - several stations or the shunting areas combined by the technological principles of servicing of production;
separate Item - the Item dividing rail line into races or block sites (stations, posts, traveling, obgonny Items, traffic lights through passage and so forth);
railway vehicles - locomotives, special railway vehicles, cars;
