About the principles of regulation of the information relations in the State Parties of Inter-parliamentary Assembly

This referral legal act is used for development of national legal systems of the State Parties of Inter-parliamentary Assembly in the field of information activities and exchange of information.

Operation of this act does not extend to the relations regulated by the legislation on mass media.

Article 1. Purposes of the legal act

The purpose of the legal act is creation of uniform legal conditions for:

realization of the rights of citizens, the organizations on information;

uses of modern information technologies;

implementation of business activity in this sphere;

information exchange in the states and between the states members of Inter-parliamentary Assembly;

ensuring protection and confidentiality of information.

Article 2. Main terms and determinations

In this act terms and determinations are applied in the following values:

information - data on the facts, events, the phenomena and processes (irrespective of form of their representation);

information with limited access - information for which the special mode of storage and use is set;

the document - information fixed on the material carrier with indication of source of its origin and other details according to the established standards;

information technology - organized set of the processes, elements, devices or methods used for information processing;

legal regime of information - normative statutory rules determining openness degree, procedure for documentation, access, storage, distribution and information security, and also exclusive rights on information;

the information relations - the relations concerning collection, accumulating, storage and use of information.
