About the minimum consumer budget

This law establishes the legal basis for measure definition of minimal cost of life (the minimum consumption of material benefits and services) for the purpose of establishment of the minimum social guarantees and social protection of the population.

Article 1. Indicators of minimal cost of life

The main social standard rates for determination of social guarantees of citizens and ensuring social protection of the population are the minimum consumer budgets.

Article 2. Concept of the minimum consumer budget

The minimum consumer budget represents value term of set food and the nonfoods and services providing to the person consumption at the level accepted in this society as its development, minimum admissible at certain stage, but not below the limit set by evidence-based minimum regulations and standard rates.

Article 3. Application of the minimum consumer budget

The minimum consumer budget is used for: overall assessment of level of living; determinations of the directions of social policy; establishments of the minimum sizes of the salary, pensions and on their basis - grants, benefits and other social payments; determinations of the minimum which is not assessed by taxes; procedure for income indexation; implementation of measures of social protection of the population.

Article 4. Types of the minimum consumer budgets

The minimum consumer budgets are determined in general by the territory of the state and its regions taking into account climatic, national and other peculiarities of consumption of material benefits and services by the population. Depending on purpose the minimum consumer budgets are subdivided into the following types:

per capita;

on families of different structure;

on social and demographic groups (men and women of working-age, pensioners, students and pupils, children on certain age groupes, etc.).
