1. These General conditions determine procedure for issue and the circulation of bonds of external bonded loans of the Russian Federation on which obligations are expressed in foreign currency (daleeobligation).
2. As bond issuing institution on behalf of the Russian Federation the Ministry of Finance of the Russian Federation acts.
3. Bond emission is performed by separate releases, each of which has the state registration number. Bonds within one release are equal among themselves on amount of the rights granted by them.
4. Bondholders are the Russian and foreign legal entities and physical persons.
5. Bonds are the government securities granting to their owners the right to the main amount of debt (nominal value) according to the schedule established by conditions of issue and the circulation of bonds, and also the income in type of the percent charged on the part of the main amount of debt remaining outstanding.
6. Conditions of issue and the circulation of bonds and the decision on bond emission affirm the Ministry of Finance of the Russian Federation according to these General conditions.
7. Bond value is expressed in foreign currency.
8. On circulation periods of the bond can be medium-term and long-term.
9. Bonds are personalized securities, are issued in documentary form and are subject to centralized storage.
