wishing to promote mutually beneficial development of the trade and economic relations,

for the purpose of simplification and regulation of the international motor passenger and freight transportation between both states and transit across their territories on the basis of equality and mutual advantage

agreed as follows:

Article 1. Scope

1. Provisions of this agreement are applied to the motor passenger and freight transportation performed by the carriers registered in the territory of the state of one of Contracting Parties between the territories of the states of Contracting Parties, en route through their territories and to the third states or from the third states.

2. This agreement does not affect the rights and obligations of the Contracting Parties following from other international treaties which participants are the states of Contracting Parties.

Article 2. Determinations

The concepts used in this agreement have the following values:

carrier - any physical person or legal entity registered in the Republic of Belarus or Turkmenistan which according to national legal systems of the states of the Parties has the right to carry out the international passenger or freight transportation on commercial basis or at the expense of own means;

vehicle:

any vehicle with the mechanical drive (bus) registered in the territory of the state of one of Contracting Parties which is designed and is used to transportation more than nine passengers, including the driver;

any vehicle with the mechanical drive intended for transportation of goods including combination from one car tractor and trail car or semitrailer truck, at the same time the car tractor shall be registered in the territory of the state of one of Contracting Parties;
