1. Approve:

paragraph two of ceased to be valid;

changes which are made to the order of the Ministry of Education and Science of the Russian Federation of January 15, 2009 N 4 "About approval of the Procedure for reception of citizens in the educational institutions of secondary professional education having the state accreditation" (it is registered by the Ministry of Justice of the Russian Federation on February 2, 2009, registration N 13239), with the changes made by the order of the Ministry of Education and Science of the Russian Federation of March 24, 2009 N 98 (it is registered by the Ministry of Justice of the Russian Federation on April 22, 2009, registration N 13805) (appendix N 2).

Changes which are made to the order of the Ministry of Education and Science of the Russian Federation of January 15, 2009 N 4 "About approval of procedure for reception of citizens in the educational institutions of secondary professional education having the state accreditation"

1. In the name and in Item 1 to exclude the word of "citizens".

2. According to the procedure of reception of citizens in the educational institutions of secondary professional education having the state accreditation, approved by the specified order:

2.1. In the name to exclude the word of "citizens".

"XI. Features of carrying out acceptance of foreign citizens.

84. Acceptance of foreign citizens in educational institutions for training in the main educational programs of secondary professional education is performed according to international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of means of the relevant budget (including within the Russian Federation established by the Government of quota), and also under contracts with payment of training cost by physical and (or) legal entities.

85. Acceptance of foreign citizens for training at the expense of means of the relevant budget is performed:

85.1. Within the quota established by the Government of the Russian Federation according to the order of the Government of the Russian Federation of August 25, 2008 N 638 "About cooperation with foreign countries in the field of education" (The Russian Federation Code, 2008, N 35, the Art. 4034), - in federal public educational institutions of secondary vocational education in the directions of Federal agency by training.

85.2. According to the Agreement on provision of the equal rights to the citizens of the State Parties of the Agreement on deepening of integration in economic and humanitarian areas of March 29, 1996 on receipt in educational institutions approved by the order of the Government of the Russian Federation of June 22, 1999 N 662 (The Russian Federation Code 1999, N 27, the Art. 3364), both other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation - in public educational institutions of secondary vocational education.

85.3. Based on the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots who are living abroad, became participants of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, the Russian Federation approved by the Presidential decree of June 22, 2006 N 637 (The Russian Federation Code, 2006, N 26, the Art. 2820), - in public educational institutions of secondary vocational education.

85.4. According to the Federal Law of May 24, 1999 N 99-FZ "About state policy of the Russian Federation concerning compatriots abroad" (The Russian Federation Code 1999, N 22, Art. 2670; 2002, N 22, Art. 2031; 2004, N 35, Art. 3607; 2006, N 1, Art. 10; N 31, of Art. 3420; 2008, N 30, the Art. 3616) - in public educational institutions of secondary vocational education.

86. Acceptance of the foreign citizens specified in subitems 85.2.

85.4. Item 85 of this Procedure, in educational institutions for education at the expense of means of the relevant budget it is performed on competitive basis if other is not stipulated by the legislation the Russian Federation.

87. Acceptance of foreign citizens in educational institutions for training in contracts with payment of training cost by physical and (or) legal entities is performed within the number established by the license for the right of conducting educational activities on the conditions established by annual Regulations of Admission.

88. Acceptance of foreign citizens on training in educational institutions in open names of the closed specialties is allowed only with the permission of federal executive body to which functions of the founder which is given based on the positive decision of the coordinating body created by Federal agency by training are assigned.

89. Foreign citizens have the right to out-of-competition receipt and the privilege to receipt in public educational institutions of secondary vocational education in cases, stipulated by the legislation the Russian Federation.

90. Documents acceptance on the first rate is performed in the following terms:

90.1. At the foreign citizens specified in subitem 85.1. Item 85 of this Procedure, in the terms established by Federal agency by training.

90.2. At the foreign citizens specified in subitems 85.2. - 85.4. Item 85 of this Procedure, in terms, the stipulated in Item 27 presents About.

Documents acceptance at the foreign citizens arriving for training in contracts with payment of training cost by physical and (or) legal entities is performed in the terms determined by educational institution in annual Regulations of Admission.

91. The foreign citizen arriving on training in educational programs of secondary professional education submits the document of foreign state on education recognized equivalent in the Russian Federation to the document of the state sample on the main general education (in case of acceptance to educational institution of secondary professional education based on the main general education) or the secondary (complete) general education.

92. In case of filing of application (in Russian) about acceptance the foreign citizen submits the following documents to educational institution:

originals legalized in accordance with the established procedure (in need of) the document of foreign state on education and appendices to it (if the last is stipulated by the legislation the states in which such education document is issued) from among 91 these Procedures specified in Item;

the translation into Russian of the document of foreign state on education certified in accordance with the established procedure and appendices to it;

the copy of the identity document of the foreign citizen in the Russian Federation according to article 10 of the Federal Law of July 25, 2002 N 115-FZ "About legal status of foreign citizens in the Russian Federation" (The Russian Federation Code 2002, N 30, the Art. 3032);

the copy of the entry visa to the Russian Federation if the foreign citizen arrived to the Russian Federation according to the entrance visa;

necessary number of photos.

All transfers into Russian shall be executed addressed to and the surname specified in the entrance visa.

93. The foreign citizens arriving within established by the order of the Government of the Russian Federation of August 25, 2008 N 638 "About cooperation with foreign countries in the field of education" (The Russian Federation Code, 2008, N 35, of the Art. 4034) quotas, represent also the direction of Federal agency by training.

94. Entrance tests for the foreign citizens specified in subitems 85.2. - 85.4. Item 85 of this Procedure, are determined by educational institution according to Items 40 and 50 of this Procedure for acceptance and are conducted in the form established by educational institution independently.

95. The form and the list of entrance tests for the foreign citizens specified in Item 87 of this Procedure are determined by educational institution independently.

96. If the foreign citizens specified in subitems 85.2.

85.4. Item 85 and in Item 87 of this Procedure, results of the USE on the general education objects included by educational institution in the list of entrance tests on the corresponding specialty are provided, the educational institution considers results of the USE as results of entrance tests on such general education objects.

97. The foreign citizens having the right to acceptance for training at the expense of means of the relevant budget and being winners and prize-winners of the final stage of the All-Russian Olympic Games of school students are accepted without entrance tests in state educational institutions on the specialties corresponding to profile of the All-Russian Olympic Games of school students.

Results of winners and prize-winners of the final stage of the All-Russian Olympic Games of school students are recognized state educational institutions as the highest results of entrance tests ("100" points) on these general education objects in case of acceptance on the specialties which are not corresponding to Olympic Games profile.

Foreign citizens are winners and prize-winners of the Olympic Games of school students are accepted in educational institutions according to the procedure, approved by the order of the Ministry of Education and Science of the Russian Federation of October 22, 2007 N 285 (it is registered by the Ministry of Justice of the Russian Federation on November 16, 2007, registration N 10496), with the changes to it made by orders of the Ministry of Education and Science of the Russian Federation of September 4, 2008 N 255 (it is registered by the Ministry of Justice of the Russian Federation on October 1, 2008, registration N 12381) and of March 20, 2009 N 92 (it is registered by the Ministry of Justice of the Russian Federation on April 27, 2009, registration N 13837).

98. The foreign citizens specified in subitem 85.1. Item 85 of this Procedure, are accepted in federal state educational institutions without entrance tests in the directions of Federal agency by training.

99. Transfer of the foreign citizens specified in subitems 85.2. - 85.4. Item 85 of this Procedure, on the places financed by means of the relevant budget it is carried out according to the procedure and to the terms established by Chapter X of this Procedure.

100. Transfer of the foreign citizens arriving based on the directions of Federal agency by training is carried out to the terms determined by Federal agency by training.

101. Transfer of foreign citizens for training in contracts with payment of training cost by physical and (or) legal entities is performed in the terms established by educational institution.".
