The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

in view of importance of objective establishment of the reasons of aviation incidents with the state aircrafts,

for the purpose of ensuring single approach to the organization of investigation of aviation incidents with the state aircrafts of one state in the territory of other State Party of this agreement

agreed as follows:

Article 1

For the purposes of this agreement the following determinations are used:

"aviation incident" - the event connected with flight operation of the aircraft which led to death (to bodily harm from the death) any person which was onboard the aircraft and/or loss of this aircraft;

"the state aircraft" - the aircraft used for implementation of military, border, militia, Customs and other public service of the State Party of the CIS;

"the state aircraft" - the aircraft of the state aircraft;

"investigation of aviation incident" - the process including identification, collection and studying of information on the facts, conditions and circumstances relating to the considered event, carrying out researches, examinations and experiments, generalization and the analysis of the obtained data, preparation by results of the carried-out works of the conclusion about the reasons of aviation incident and recommendations about results of investigation of aviation incident;

"recommendations about results of investigation of aviation incident" - the offers made on the basis of information obtained in case of investigation, and directed to prevention of aviation incidents;

"authorized body of safety of flights of the state aircraft" - the body performing investigations of aviation incidents with the state aircrafts, their classification and accounting, and also the state interdepartmental control of activities of aviation personnel of the state aircraft of the State Party of this agreement in the part concerning safety of flights.
