This Federal Law determines the legal basis of implementation of consular activities, the right and obligation of consular officials by protection of the rights and interests of the Russian Federation, citizens of the Russian Federation and the Russian legal entities outside the Russian Federation.
1. Consular activities are performed for the purpose of protection of the rights and interests of the Russian Federation, acceptance of measures by the Russian Federation to that citizens of the Russian Federation and the Russian legal entities had the rights outside the Russian Federation, set by the Constitution of the Russian Federation, the conventional principles and rules of international law, international treaties which participants are the Russian Federation and the state of stay, the legislation of the Russian Federation and the legislation of the state of stay.
2. Consular activities are directed to assistance to development good-neighbourhood and friendship of the Russian Federation with other states, to expansion of commercial, commercial, scientific and technical, cultural and other relations.
Consular activities are performed according to the Constitution of the Russian Federation, the conventional principles and rules of international law, international treaties of the Russian Federation, this Federal Law, other regulatory legal acts of the Russian Federation taking into account the legislation of the state of stay.
1. Establishment of the consular relations of the Russian Federation with other states is performed by mutual consent.
