Requirements of industrial safety in case of operation of gas stations of the liquefied gas

Chapter 1. General provisions

1. These rules establish requirements of industrial safety for the stationary automobile gas-filling stations supplying motor transport with the liquefied hydrocarbon gases (далееСУГ) with the excessive pressure of no more 1,6 of MPa used as automobile fuel.

2. Operation of automobile gas-filling stations (далееАГЗС) is performed by the organizations having the trained and certified personnel.

3. On each AGZS are developed the passport of AGZS according to appendix 1 to these rules.

4. Processing equipment, gas pipelines, fittings, electric equipment, ventilating systems, measuring instruments, blocking and the alarm system of explosion-fire-hazardous productions of automobile gas-filling stations (further - AGZS) are every shift inspected for the purpose of detection of defects, their timely elimination with mark in the magazine of acceptance delivery (Appendix 2 to these rules).

5. The leakages of gas found in case of operation are eliminated.

6. Defective aggregates, reservoirs and gas pipelines are switched-off.

7. Training of operational personnel is performed according to requirements of the General rules of industrial safety approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 29, 2008 No. 219.

8. The construction, reconstruction, modernization of AGZS is made on the project.

3) check of work of stationary signaling devices of explosive concentration of gas;

4) purge of reservoirs, gas pipelines, the equipment (steam phase of the liquefied gas or inert gas);

5) check of operation of instrumentations and level gages;

6) discharge of the liquefied gas from automobile tanks in storage base reservoirs;

7) approbation in operation of all compressors (evaporators) and pumps;

8) filling of cylinders of gas-balloon cars.

17. During commissioning period all transactions of engineering procedure of work of AGZS then all amendments, additions and changes are made to production schedules are fulfilled.

18. Before the beginning and the end of commissioning all operational personnel are instructed on workplaces by the head of commissioning about security measures.

19. For the period of complex approbation watch of service personnel for observation of condition of processing equipment and taking measures to timely elimination of defects and leakages of gas is organized.

The personnel of the station are provided with schemes, production schedules, remedies and fire extinguishing, special clothes, devices and the equipment.

20. After complex 72-hour approbation of all equipment and work of production cycle of AGZS commissioning is considered finished and AGZS is put in operation with execution of the relevant act.

21. Commissioning of the equipment of AGZS with commissioning incomplete in full is not allowed.

Chapter 2. Operation of technological gas pipelines, armature and engineering communications

22. Technological gas pipelines and fittings are every shift inspected by personnel on duty for the purpose of identification of leakages of gas. To condense places of violations of hermeticity according to production schedules.

3) check of condition of support of pipelines, wells, fire hydrants.

25. Maintenance of gas pipelines and armature is carried out to the following terms:

1) survey of all outside gas pipelines and armature for the purpose of identification and elimination of defect and leakages of gas monthly;

2) check on hermeticity with working pressure of all threaded and flange connections of pipelines and armature, the omental consolidations which are in the room, monthly;

3) check of gas contamination of wells of all underground communications within AGZS territory according to the schedule approved by the technical lead of the organization.

26. In case of maintenance of armature to pay attention to availability of leakages of gas, hermeticity of flange connections, availability of complete set of bolts, nuts and hairpins, integrity of flywheels and reliability of fixture. In case of the heavy course of spindle of armature or loss of hermeticity of omental consolidation stuffing shall be replaced or condensed on condition of acceptance of additional security measures.

27. Except the listed works to check operability of operation of the drive to shutoff valves and to recover signs and direction signs of opening of armature.

28. Defective and untight armature is subject to replacement.

29. Action and operability of the safety spring valves established on gas pipelines, reservoirs and the equipment of AGZS are checked at least once a month by their short-term opening.

30. Pressure of setup of safety waste valves no more than for 15% of working pressure in reservoirs and gas pipelines.

31. Operation of processing equipment, reservoirs and gas pipelines in case of the defective and not adjusted safety waste valves is not allowed.

32. Check of settings of valves, their adjustment is carried out at the stand or on site by means of special adaptation. Review frequency:

1) for safety waste valves of reservoirs at least once in 6 months;

2) for other waste valves when carrying out running repair, but at least once a year.

33. Valves after testing are sealed up, results of check are reflected in the passport.
