About approval of the technical regulation about safety of high-speed rail transport
The government of the Russian Federation decides:
1. Approve the enclosed technical regulation about safety of high-speed rail transport (further - the technical regulation).
The technical regulation becomes effective in 3 years from the date of official publication of this resolution.
2. To the Ministry of Transport of the Russian Federation in coordination with the interested federal executive bodies about day of entry into force of the technical regulation to prepare the draft of the list of the national standards and (or) sets of rules containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation and implementation of assessment of conformity and to provide it in accordance with the established procedure to the Government of the Russian Federation.
3. To Federal Agency for Technical Regulation and Metrology in coordination with the Ministry of Transport of the Russian Federation and the interested federal executive bodies about day of entry into force of the technical regulation to approve the list of national standards and (or) sets of rules as a result of which application on voluntary basis observance of requirements of the technical regulation is provided.
4. To federal executive bodies to bring the regulatory legal acts into accord with the technical regulation.
5. The realization of this resolution is enabled within the limiting Russian Federation established by the Government of number and the salary fund of workers of the corresponding federal executive body, and also budgetary appropriations provided to it in the federal budget on management and management in the field of the established functions.

1. This technical regulation is accepted in the following purposes:
a) protection of life or health of citizens, property of physical persons or legal entities, and also state-owned or municipal property;
b) environmental protection, lives or health of animals and plants;

d) ensuring energy efficiency.
2. Requirements of this technical regulation are obligatory during the designing, production and assessment of conformity of high-speed railway rolling stock and its components.
Requirements of this technical regulation are obligatory when designing (including researches), production, construction, installation, adjustment, acceptance and commissioning of infrastructure facilities of high-speed rail transport which construction is finished, and also in case of assessment of conformity of products.
Requirements to operation of high-speed rail transport regarding safety of movement are established by the legislation of the Russian Federation on rail transport.
3. Object of technical regulation of this technical regulation is high-speed rail transport which includes:
a) the high-speed railway rolling stock and its components issued for the address in the territory of the Russian Federation for use on railway tracks of general use (width of track of 1520 mm) with speed of movement more than 200 km/h;
b) subsystems of infrastructure of high-speed rail transport (railway track, railway electric utility service, railway automatic equipment and telemechanics, railway telecommunication, station buildings, constructions and devices);
c) components of subsystems of infrastructure of high-speed rail transport;
d) elements of components of subsystems of infrastructure of high-speed rail transport.
4. Components of subsystems of infrastructure of high-speed rail transport are determined by the list according to the appendix N 1.
Elements of components of subsystems of infrastructure of high-speed rail transport, and also components of high-speed railway rolling stock are determined by the list according to the appendix N 2.
5. Requirements of this technical regulation are obligatory for application and execution:
a) federal executive bodies;
b) the legal entities and physical persons performing designing (including researches), production, construction, installation, adjustment, acceptance, commissioning and assessment of conformity of infrastructure facilities of high-speed rail transport and products;
c) owners of infrastructure of high-speed rail transport, owners of high-speed railway rolling stock.
6. The legal basis of technical regulation in the field of safety of infrastructure of rail transport are the Federal Laws "About Technical Regulation", "About Rail Transport in the Russian Federation", "Technical Regulation about Requirements of Fire Safety", "About Ensuring Unity of Measurements", this technical regulation, others legislative and regulatory legal acts of the Russian Federation.
7. The basic concepts used in this technical regulation mean the following:
"emergency kresh-system" - the device of high-speed railway rolling stock providing prevention or decrease in risk of injuring of passengers and service personnel in case of collision and (or) descent of high-speed railway rolling stock;
"the automatic locomotive alarm system" - complex of devices for transfer to cabin of the driver of signals of traveling traffic lights which the high-speed railway rolling stock approaches;
"automatic brake" - the device automatically providing stop of high-speed railway rolling stock in case of separation or gap of the airwire highway and (or) when opening the crane of emergency brake application;
"safety of high-speed rail transport" condition of high-speed rail transport in case of which there is no unacceptable risk connected with damnification of life or to health of citizens, property of physical persons or legal entities, the state-owned or municipal property, and also the environment, life or health of animals and plants;
"release into the stream of commerce" - stage of product lifecycle from production before commissioning;
"high-speed railway rolling stock" - motor and not motor cars of which the high-speed railway rolling stock intended for transportation of passengers and (or) baggage, mail with speed more than 200 km/h is created;
"dimension of high-speed railway rolling stock" cross perpendicular outline in which, without coming to light, the high-speed railway rolling stock established on the direct horizontal way in case of the most adverse provision in track and lack of side inclinations on springs and dynamic fluctuations in empty or in the loaded condition shall be located axes of way;
"dimension of approach of structures" - limiting cross perpendicular outline in which in addition to railway vehicles no parts of constructions and devices shall get and also axes of way ways lying near materials, spare parts and the equipment, except for parts of the devices intended for direct interaction with railway vehicles (contact wires with fixture details, trunks of hydraulic columns in case of set of water, etc.) provided that the provision of these devices in intra dimensional space is coordinated to the corresponding parts of railway vehicles and that they cannot cause contact with other elements of railway vehicles;
"railway automatic equipment and telemechanics" - the subsystem of infrastructure of high-speed rail transport including complex of the technical constructions and devices of the alarm system, centralization and blocking providing traffic control of high-speed railway rolling stock on stages and stations and shunting work;
"the railway station" - Item which divides rail line into stages or block sites provides functioning of infrastructure of high-speed rail transport, has the traveling development allowing to carry out transactions on acceptance, departure and overtaking of trains, servicing of passengers and acceptance, issue of loads, baggage and cargo baggage, and in case of the developed trackage layouts - to perform shunting works on disbandment and forming of trains and technical transactions with trains;
"railway telecommunication" - the subsystem of infrastructure of high-speed rail transport including complex of the technical constructions and devices providing forming, acceptance, processing, storage, transfer and delivery of messages of telecommunication in the course of the organization and accomplishment of engineering procedures of high-speed rail transport;
"railway electric utility service" - the subsystem of infrastructure of high-speed rail transport including complex of the technical constructions and devices providing electric utility service of the subsystems of infrastructure of high-speed rail transport consuming the electric power, and also electric utility service of high-speed railway rolling stock
"railway track" - the subsystem of infrastructure of high-speed rail transport including the upper structure of way, road bed, drainage, antideformation, protective and strengthening constructions of road bed located in branch strip and also artificial constructions;
"identification of products" - establishment of the identity of product characteristics provided for obligatory confirmation of conformity, to the characteristics specified in accompanying documents to products;
"innovative products" - products, technical characteristics (functional signs, constructive accomplishment, additional transactions, composition of the applied materials and components) or intended use of which are essentially new or significantly differ from the similar earlier made products;
"the driver's cabin" - the part of body fenced with partitions in which workplaces of locomotive crew, devices and devices for management of high-speed railway rolling stock are located;
"capital repairs" - the repair which is carried out for recovery of operability and products resource, complete or close to complete recovery, with replacement or recovery of any its parts including basic;
"constructional speed of high-speed railway rolling stock" - the largest speed of movement declared in technical documentation on designing;
"contact network" - set of the wires, designs and the equipment providing transfer of electrical energy from traction substations to current collectors of high-speed railway rolling stock;
"the crane of emergency brake application" - the brake valve serving for release of air from the brake highway of high-speed railway rolling stock and actuating of automatic brakes in case of need of the emergency stop;
"magnetorail brake" - the device creating brake effort by electromagnetic attraction of brake boot to rail;
"upgrade of high-speed railway rolling stock" - complex of works on improvement of technical and economic characteristics of the existing high-speed railway rolling stock by replacement of its components by more committed;
"the appointed resource" - total operating time of products in case of which achievement its operation shall be stopped irrespective of technical condition;
"the appointed service life" - the calendar duration of operation of products in case of which achievement operation of products shall be stopped irrespective of its technical condition;
"the appointed storage duration" - calendar storage life of products in case of which achievement storage of products shall be stopped irrespective of its technical condition;
"infrastructure facility of high-speed rail transport" - component of subsystems of infrastructure of high-speed rail transport or set of components of its subsystems;
"passport" - the document containing the data certifying manufacturer's guarantees, values of key parameters and characteristics (properties) of products, and also data on certification and utilization of products;
"stage" - the part of rail line limited to adjacent railway stations, traveling, obgonny Items or traveling posts;
"pneumatic brake" - air-controlled brake;
"under control operation" - the regular operation of high-speed railway rolling stock which is followed by additional control and accounting of technical condition of high-speed railway rolling stock;
"station buildings, constructions and devices" - the subsystem of infrastructure of high-speed rail transport including technological complexes of buildings, constructions and devices for production at railway stations of transactions with loads, mailings and trains, maintenance and repair of infrastructure of high-speed rail transport and high-speed railway rolling stock and also for servicing of passengers;
"acceptance" - form of assessment of conformity of infrastructure facility of high-speed rail transport which construction is finished, to requirements of this technical regulation;
"products" - high-speed railway rolling stock and its components, and also elements of components of subsystems of infrastructure of high-speed rail transport or set of elements of components of its subsystems;
"repair documentation" - documentation containing instructions for the organization of repair, the rule and procedure for accomplishment of capital, average and running repair, control, regulation, testing, preservation, transportation and storage of products after repair, installation and testing and also measure value and regulations with which products after repair shall satisfy;
"operation manual" - the document containing the data on design, the principle of action, characteristics (properties) of products and specifying necessary for the correct and safe operation of products (proper use, maintenance, running repair, storage and transportation), estimates of its technical condition in case of determination of need of sending to repair, and also data on utilization of products;
"component of high-speed railway rolling stock" - the detail, assembly unit or their set entering design of high-speed railway rolling stock and providing its safe operation, safety of service personnel and (or) passengers;
"component of subsystems" - constructions, structures, devices and the equipment of special purpose providing functioning of subsystems of infrastructure of high-speed rail transport and safe movement of high-speed railway rolling stock;
"parking brake" - the device with the manual or automatic drive located on unit of high-speed railway rolling stock and intended for its fixing on the parking from spontaneous leaving and also for forced emergency stop in the presence of the manual or automatic drive in unit of high-speed railway rolling stock;
"technical compatibility" - capability of high-speed railway rolling stock to interaction with other railway rolling stock and with infrastructure of high-speed rail transport according to the requirements established by this technical regulation;
"braking of high-speed railway rolling stock" - impact on devices and devices for management of the brake system for reduction of speed or stop of moving high-speed railway rolling stock;
"brake way" - distance which the high-speed railway rolling stock passes in time from the impact moment on devices and devices for management of the brake system, including operation of the crane of emergency brake application, to complete stop;
"form" - the document containing the data certifying manufacturer's guarantees, values of key parameters and characteristics (properties) of products reflecting technical condition of the specified products, data on certification and utilization of products, and also data which enter during the period of its operation (duration and working conditions, maintenance, repair, etc.);
"frictional brake" - the device in which force of braking is created by pressing of special frictional elements - brake shoes or overlays of disk brakes to the rotating poverkhnostyamkolesa or special brake disks;
"operational documentation" - design documentation which separately or in total with other documentation determines service regulations of products and (or) reflects the data certifying the values of key parameters and characteristics (properties) of products, and also guarantee and the data guaranteed by the manufacturer on its operation during fixed term of service;

"electric air brake" - the braking device with electric management of pneumatic brakes;
"subsystem component element" - the product or design applied in case of construction and installation of component of subsystem of infrastructure of high-speed rail transport.
8. Products which are exposed to procedures of obligatory confirmation of conformity according to this technical regulation are identified.
Identification is carried out when sampling and testing and for the certificate that the provided samples really belong to products which are subject to obligatory confirmation of conformity.
Identification of products is carried out according to the submitted documentation and (or) visually.
Identification of products consists in comparison of the main characteristics of product samples with the main characteristics specified in the request for carrying out obligatory confirmation of conformity of products, technical (accompanying) documentation for it, marking on product sample and on packaging (container). For carrying out identification of products the characteristics provided in national standards and (or) sets of rules which list affirms Federal Agency for Technical Regulation and Metrology (further - documents on standardization), and also in the All-Russian Product Classifier and design documentation, including in specifications and delivery agreements can be used.
In case of visual identification products type, the location, availability and contents of information for the consumer are determined.

9. This technical regulation taking into account risk degree of damnification establishes minimum necessary requirements to high-speed rail transport which accomplishment provides:
a) safety of radiations;
b) biological safety;
c) explosion safety;
d) hydrometeorological safety;
e) mechanical safety;
e) fire safety;
g) industrial safety;
h) thermal safety;
i) chemical safety;
j) electric safety;
k) electromagnetic compatibility regarding safety of operation of devices and the equipment;
l) unity of measurements.
10. The made railway rails of broad gage, railway ostryakovy rails, railway counterrail rails and rail fastenings, and also high-speed railway rolling stock and its components which are subject to obligatory confirmation of conformity before release into the stream of commerce undergo acceptance review according to technical documentation.
11. Admissible values of safety of high-speed railway rolling stock and infrastructure facilities of high-speed rail transport (further - secondary meanings) are established in the documents on standardization applied on voluntary basis.
