This Law determines the legal basis of the major direction of cultural and educational activities – library science, and also governs the relations on creation and functioning of libraries in Turkmenistan.
The library is the cultural and educational and information institute providing satisfaction of spiritual and information needs of citizens by means of accumulating, systematization, storage and distribution of printing editions and other materials.
The library is non-profit organization.
The library science is industry of information and cultural and educational activities which main objectives are creation and development of network of libraries, forming and processing of their funds, the organization of library, information and help and bibliographic servicing, training of library workers, scientific and methodical ensuring development of libraries.
The main directions of national policy in the field of activities of libraries and library science are:
- providing economic, social, organizational, legal and other conditions for development of library science and efficiency of activities of libraries;
- determination of the single state standards of library science establishing the necessary minimum level of requirements to information and cultural and educational activities of libraries;
- conducting registration of libraries on single state system;
- creation of conditions for storage of library stocks, their completing and material logistics;
