1. Approve the enclosed Rules of approval by the state (municipal) customer of amounts of gas consumption for the state (municipal) needs.

2. To the state customers signing the public contracts on gas supply financed by means of the federal budget, annually:

by preparation of offers for the draft of the federal budget to provide financing of expenses on payment of the consumed gas in full;

provide the conclusion in accordance with the established procedure with receivers of budgetary funds and suppliers of gas of public contracts on supply of gas at the expense of means of the federal budget and to exercise control of carrying out payment under the specified public contracts.

3. Recommend to executive bodies of subjects of the Russian Federation and local government bodies to provide in the relevant budget financing of expenses on payment of the consumed gas in full.

4. Declare invalid the order of the Government of the Russian Federation of October 4, 2000 N 753 "About the conclusion of public contracts on gas supply to the organizations financed by means of the federal budget" (The Russian Federation Code, 2000, N 41, the Art. 4090).
