About measures for further enhancement of work of local representatives of police for prevention of offenses

Strengthening of economic power of the state, growth of welfare of people and revival of spiritual and moral values of the Turkmen people allowed to perform number of unprecedented measures for humanization of criminal legal policy: in Turkmenistan at the constitutional level application of capital punishment is forbidden forever, annually large-scale acts of pardon and amnesty of convicts are carried out to honor "Gadyr of gidzhesa", the reliable legislative guarantees of protection of the rights of citizens excluding unreasonable excitement against them criminal cases and carrying out searches in houses are created. All these measures led to steady and steady decrease in crime in the country, created strong base for transfer of the center of gravity of fight against offenses on their prevention. Considering extremely important role of local representatives of police in prevention of offenses, and also for the purpose of further enhancement of their activities I decide:

1. Create in the Ministry of Internal Affairs of Turkmenistan and its bodies on places independent divisions of local representatives of police.

2. Confer the personal responsibility behind activities of newly created local representatives of division of police on the First Deputy Minister of Internal Affairs of Turkmenistan, first deputy chiefs of departments and police stations.

3. To the Ministry of Internal Affairs of Turkmenistan to make the relevant organizational and regular activities in a month, having paid special attention on strengthening and enhancement of activities of local representatives of police, proceeding from the following requirements:

a) determine the sizes of the sites serviced by local representatives of police, in residential arrays the number of the living no more than 3 thousand people or in borders of subjects to mass visit by citizens;
