The government of the Republic of Tajikistan and the Government of Turkmenistan which are hereinafter referred to as by the Parties

being guided by aspiration to further development of cooperation between the Republic of Tajikistan and Turkmenistan on the basis of the principles of equality and mutual advantage,

in view of mutual interest in strengthening of the bilateral relations in the field of telecommunications, information technologies and mail service according to acts of Universal Postal Union and recommendations of International union of telecommunication, and also other international treaties which participants are the Parties,

wishing to establish the close legal, economic and technological relations for ensuring smooth functioning of means of communication between the Parties,

agreed as follows:

Article 1

The parties will develop and expand cooperation in the field of telecommunications, information technologies and mail service, according to the commonly accepted regulations and the principles of international law, legislations of the Republic of Tajikistan and Turkmenistan, provisions of acts of Universal Postal Union and recommendations of International union of telecommunication.

Article 2

The cooperation of the Parties of century of area of information technologies will be performed in the following directions:

a) use of information technologies for ensuring activities of state governing bodies, and also local government bodies;

b) use of information technologies in health care, including carrying out remote medical consultations;

c) development of electronic trading;

d) use of the digital signature.

The above-stated directions are not exhaustive. The parties can perform cooperation in other approved directions which are not contradicting provisions of this agreement.
