About measures for ensuring priority development of education in Ukraine

For the purpose of ensuring improvement of functioning and innovative development of education in Ukraine, I decide increases in its quality and availability, integration into the European educational space with preserving national achievements and traditions:

1. Announce in Ukraine 2011 for Year of education and information society.

2. Support the initiative of the educational public of National academy of pedagogical sciences of Ukraine and the Ministry of Education and Science of Ukraine concerning holding in March, 2011 the All-Ukrainian congress of educators.

3. To the Cabinet of Ministers of Ukraine:

1) to develop and approve till December 15, 2010 the actions plan on carrying out in 2011 in Ukraine Year of education and information society, having provided, in particular, actions for creation of conditions for increase in computer literacy of the population, preparation and holding the All-Ukrainian congress of educators, including the solution in accordance with the established procedure of question of financing of such actions;

2) to perform complex of actions for ensuring priority development of education in Ukraine, including:

a) develop and approve in accordance with the established procedure the state target programs aimed at the development preschool and vocational training, implementation in teaching and educational process of general education educational institutions of information and communication technologies, improvement of work with gifted youth, improvement of quality of natural and mathematical education, providing educational institutions with modern technical means of training, support of entry of leading universities of Ukraine into number of the higher educational institutions recognized in the world;

b) make till December 1, 2010 changes to comprehensive plan of actions for development of education in Ukraine for the period till 2011, the state target programs on development of education, in particular the School Bus Programs, the State program "Teacher", for the purpose of adjustment of the tasks and actions provided by them according to modern requirements;
