For the purpose of streamlining of use of land resources and implementation of works on improvement of settlements, and also improvement of architectural appearance of the territories of Ashgabat, the Gyaverssky and Rukhabatsky etraps Akhalsky of welayats in the 21st century - the Golden Age of the Turkmen people I decide:

1. Prohibit hyakimlika of Ashgabat, Gyaverssky and Rukhabatsky etraps allocation to citizens of the parcels of land in private property for conducting commodity and agricultural production, personal home economy, arrangement of individual housing, garden and seasonal dachas on the lands located to the South from Garagumder.

2. Determine that:

the parcels of land on the lands specified in Item 1 of this resolution it is provided to citizens in use only under lease without the construction right on these sites of structures;

on condition of development of the parcels of land and receipt of big crops of crops within 3 years of the certificate on the property right to these sites are issued to citizens according to the decision of the Cabinet of Ministers of Turkmenistan.
