About approval of Strategy of social integration of persons with limited opportunities (2010-2013)
The parliament adopts this ordinary law.
Art. 1. - Approve the Strategy of social integration of persons with limited opportunities (2010-2013) provided in appendix.
Art. 2. - Realization of the specified Strategy is provided for the account and within the assignments provided in the relevant budgets and also within the means arriving from other sources according to the legislation.
Art. 3. - To the central industry bodies of public management and bodies of local public authority to take necessary measures for strategy implementation of social integration of persons with limited opportunities (2010-2013) within the conferred powers and annually till March 1 to submit the report to the Ministry of Labour, Social Protection and Family about the achieved results.
Art. 4. - To the Ministry of Labour, Social Protection and Family:
perform monitoring and coordinating of implementation process of Strategy of social integration of persons with limited opportunities (2010-2013);
generalize data and represent annually till April 1 to the Government and Government council on problems of persons with limited opportunities the report on realization of the specified Strategy.
Art. 5. - Provide to the government execution of this law and annually till April 15 to inform Parliament on strategy implementation of social integration of persons with limited opportunities (2010-2013).

Introduction
The strategy of social integration of persons with limited opportunities (2010-2013) (further - Strategy) is the strategic document on problems of persons with limited opportunities in the Republic of Moldova. Persons with limited opportunities are persons with long physical, mental, intellectual or touch restraints of opportunities which along with obstacles of different nature can prevent complete and effective participation of these persons in life of society on an equal basis with other persons.
Despite the measures undertaken for the last years both on national, and on local levels, insufficient access for persons with limited opportunities to services of social infrastructure and education, barriers and restrictions in employment, generally medical principle of establishment of disability, and also dominance of institutional forms of social protection continue to remain the main challenges of the operating system of social protection of the specified category of persons.
For the purpose of realization of tasks of providing the social rights of the population, increase in level of living and promotion of social wellbeing which face the Republic of Moldova in connection with ratification of the reviewed European social charter Strategy provides harmonization of the national legislation with European. Paying special attention to questions of reduction of the national legislation in compliance with international standards in connection with signing on March 30, 2007 by the Republic of Moldova to the Convention of the United Nations on the rights of persons with limited opportunities (further - the Convention), this Strategy confirms commitment of the Republic of Moldova to ensuring effective realization of the rights of persons with limited opportunities. The actions provided by Strategy correspond to the Convention provisions which are obligatory for accomplishment. Thus, Strategy is the necessary precedent condition for ratification and the subsequent realization of provisions of the Convention.
In the context of the European integration of the Republic of Moldova the measures provided by Strategy are based on the general legal framework establishing politicians of the European Union in faces with limited opportunities. Therefore, development of national network of the services intended for social integration of persons with limited opportunities is based on the positive experience of member states of the European Union which is based on the following principles:
a) observance of basic rights and human freedoms;
b) prevention and suppression of discrimination;
c) the equal relation in case of employment and employment;
d) protection against negligence and abuses;
e) increase in responsibility of community;
f) consultation with persons with limited opportunities in case of development and deployment of the services intended for them;
g) individual planning and provision of services for persons with limited opportunities;
h) support and strengthening of natural environment of accommodation of persons with limited opportunities (family and community) and the prevention of their placement in residential care;
i) ensuring participation of persons with limited opportunities in social, economic and cultural life of community.
In Strategy the purposes and actions for the medium-term period, necessary for the approved realization of world situations on protection of the rights of persons with limited opportunities accepted by the Republic of Moldova are established. The Strategy purpose, necessary tasks and actions were developed according to Recommendations of Rec (2006)5 of Committee of ministers to state members of the Council of Europe about the Action plan of the Council of Europe on assistance to the rights and full participation of persons with limited opportunities in public life: improvement of quality of life of persons with limited opportunities (2006-2015).
