1. Approve Regulations on procedure for introduction of embargo on delivery of arms and military equipment, rendering services of military and technical nature, and also on supply of raw materials, materials, the equipment and technology transfer of military and dual purpose to the foreign states, including members of the CIS / it is applied/.

To the Ministry of Justice of the Russian Federation together with the Ministry of Foreign Affairs of the Russian Federation, the Ministry of safety of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation in 3-month time to prepare offers on legislative regulation of the questions connected with introduction of embargo in the field of military and technical cooperation with foreign countries and also of the criminal and administrative responsibility for its violation and to provide these offers in accordance with the established procedure for entering into the Supreme Council of the Russian Federation.

3. This Decree becomes effective from the moment of its publication.
