The government of the Russian Federation and the Government of the Republic of Uzbekistan which are hereinafter referred to as by the Parties

confirming the mutual aspiration to develop mutually beneficial military and technical cooperation,

recognizing that the military and technical cooperation is important component of the interstate relations between the Russian Federation and the Republic of Uzbekistan,

for the purpose of realization of provisions of the Contract on strategic partnership between the Russian Federation and the Republic of Uzbekistan of June 16, 2004 and the Agreement on the allied relations between the Russian Federation and the Republic of Uzbekistan of November 14, 2005, the Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on military and technical cooperation of July 27, 1995.

reached mutual understanding as follows:

Article 1

For the purpose of further development of military and technical cooperation between the Russian Federation and the Republic of Uzbekistan the Parties will render assistance to the authorized organizations which signed agreements, contracts and delivery agreements of military products (further - authorized organizations), in implementation of the list of actions in the field of the military and technical cooperation for 2010 - 2012 (further - the list) which is appendix to this Memorandum and its integral part.

Article 2

The authorized bodies of the Parties responsible for implementation of this Memorandum, are:

from the Russian Side - Federal Service for Military-Technical Cooperation;

from the Uzbek Side - the Ministry of Defence of the Republic of Uzbekistan.

The parties timely notify each other through diplomatic channels on change of the authorized bodies.

Article 3

For the purpose of implementation of the list the Ministry of Defence of the Republic of Uzbekistan will send the appeals containing offers to start study of the relevant activities to Federal Service for Military-Technical Cooperation.

The Federal Service for Military-Technical Cooperation will charge study of the received appeal of authorized organization and to inform the Ministry of Defence of the Republic of Uzbekistan on the made decision.

Specific forms and methods of relations of authorized bodies and organizations of the Parties will make a reservation in the conditions of the signed agreements, contracts and agreements.

Article 4

Any information transferred within this Memorandum will be used only for the purpose of its realization.

Article 5

Activities of the Parties in the protection matters referred within accomplishment of this Memorandum of data, in advance determined by each of the Parties as being the state secret, are regulated by the Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on mutual protection of the classified information against October 31, 2003.

Article 6

This Memorandum does not impose restrictions for study and realization of other directions and subjects of bilateral cooperation which did not enter the list.

Article 7

The parties are recognized that the military products received or transferred in the course of implementation of this Memorandum may contain results of intellectual activities, the rights to which belong to the states of the Parties and (or) their authorized organizations.

Ensuring protection of the rights to the specified results of intellectual activities is performed according to the Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on mutual protection of the rights to the results of intellectual activities used and received during bilateral military and technical cooperation of November 28, 2007:

Article 8

Changes and additions by mutual consent of the Parties can be made to this Memorandum.

Article 9

This Memorandum becomes effective from signature date and consists for the term necessary for accomplishment of agreement obligations, to contracts and agreements signed for the purpose of implementation of the list.

Application of this Memorandum can be stopped by any Party after six months after the direction to other Party of the written notice of the decision to stop its application and on condition of settlement of all questions connected with agreement performance, contracts and agreements.

This Memorandum is signed in Moscow on April 20, 2010 in duplicate in Russian.
