About introduction of temporary ban of export of separate types of agricultural goods from the territory of the Russian Federation

The commission of the Customs union solved:

1. Take into consideration information of the Russian side on introduction from January 2, 2011 to June 30, 2011, in connection with considerable decrease in productivity grain, caused by abnormal weather conditions, for the purpose of non-admission of deficit of grain and increase in prices for it in the domestic market, temporary ban on export from the territory of the Russian Federation of the following agricultural goods:

- wheat and meslin (FEACN CU code 1001);

- barley (FEACN CU code 1003 00);

- rye (FEACN CU code 1002 00 000 0);

- corn (FEACN CU code 1005).

2. Take into consideration that the temporary ban specified in Item 1 of this Decision is not applied to the grain crops which are exported from the territory of the Russian Federation:

a) as supplies according to the customs legislation of the Customs union;

b) within implementation of international treaties of the Russian Federation;

c) to the Kaliningrad region and from the territory of the Kaliningrad region on other part of the territory of the Russian Federation;

d) for the purpose of official use by diplomatic representations, consular establishments and other official representations of the Russian Federation abroad;

e) for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

e) for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

g) for the purpose of ensuring activities of the Russian and affreighted by Russian persons courts performing:

fishery outside the territorial sea of the Russian Federation;

research works outside the territorial sea of the Russian Federation;

h) for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

i) for the purpose of mitigation of consequences of accidents and catastrophic crashes, natural disasters, including rendering the international humanitarian assistance.
