The government of the Republic of Belarus and the Cabinet of Ministers of Ukraine which further are referred to as with the Parties

being guided by aspiration to further strengthening of the friendship existing between both states

considering interest of the Parties in preserving and development of interstate government communication,

considering the contracts and agreements signed within the Commonwealth of Independent States and also between the Republic of Belarus and Ukraine,

proceeding from urgent need of accurate regulation of the relations which basis are the mutual trust and mutual respect,

agreed as follows:

Article 1

For the purposes of this agreement stated below terms mean:

"competent authorities" - Committee for State Security of the Republic of Belarus and the Security Service of Ukraine;

"government communication" - the encoded telephone and document communication;

"interstate government communication" - the system of government communication intended for exchange of confidential information between subscribers of government communication of the Republic of Belarus and Ukraine;

"cryptography tools" - manual codes, the cryptographic and coding equipment, confidential reserve property and belongings to them, regulating and technical documentation, shifrklyuch and the equipment for their production.

Article 2

The parties will organize the permanent interstate government communication intended for exchange of confidential information between subscribers of government communication of the Republic of Belarus and Ukraine.

The parties have the equal rights on the organization, technical operation and safety of interstate government communication.

Questions of the organization, technical operation, safety and smooth functioning of interstate government communication are solved competent authorities.
