(1) Citizens of the Republic of Moldova have the right to leave the Republic of Moldova and to drive to the Republic of Moldova based on passports, and stateless persons, refugees and beneficiaries of humanitarian protection - based on the travel documents issued by competent authorities.
(1-1) Citizens of the Republic of Moldova irrespective of the residence or the place of temporary stay, the foreigners with the right to permanent or temporary stay in the Republic of Moldova and the beneficiary using the international protection provided by competent authorities of the Republic of Moldova which are located abroad also do not own the valid passport or the travel document for return to the Republic of Moldova, have the right to drive to the Republic of Moldova based on the certificate on return granted by diplomatic representations or consular establishments of the Republic of Moldova.
