of June 23, 2010 No. 383

About approval of Rules of servicing of air traffic in civil airfields of Ukraine

According to article 7 of the Air code of Ukraine and for the purpose of reduction of regulatory legal acts of Ukraine in industry of aircraft in compliance with the recommended practice of International Civil Aviation Organization (IKAO) I ORDER:

1. Approve Rules of servicing of air traffic in civil airfields of Ukraine which are applied.

2. Public aviation administration:

2.1. Provide provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

2.2. Bring to permission this order to the interested companies, organizations, the organizations which activities are connected with provision of aeronautical servicing, other air enterprises, organizations and educational institutions.

3. Consider not applied in the territory of Ukraine:

3.1. Items 5. 4, 5.12 "Manuals on production of flights in civil aviation of the USSR" (NPP GEKTARA-85) approved by the order of the Minister of civil aviation of the USSR of 08.04.85 N 77.

3.2. The "Standard documentation of traffic department of civil aviation" approved by the deputy minister of civil aviation of the USSR 30.09.85.

4. This order becomes effective from 00:00 o'clock UTC 10.02.2011.

5. To impose control over the implementation of this order on the deputy minister - the chairman of State aviaadministration of Kolisnyk A. A.

Rules of servicing of air traffic in civil airfields of Ukraine

I. General provisions

1.1. These rules establish requirements concerning servicing of air traffic (further - Department of Internal Affairs) in civil airfields of Ukraine.

1.2. Requirements of these Rules extend to legal entities and physical persons which activities are connected with accomplishment of flights and Department of Internal Affairs in civil airfields of Ukraine, and are obligatory for accomplishment by them.

1.3. Requirements of these Rules do not extend to flights which are carried out as operational air traffic.

1.4. Violation of requirements of these Rules involves responsibility which is established by the current legislation of Ukraine.

1.5. In these Rules the following reducings are used:

ADV - airfield dispatching tower;

The runway - landing strip;

KTsPS - the coordination center of search and rescuing;

PVP - the visual flight rules;

PPP - the instrument flight rules;

AF - the aircraft;

RD - steering path;

RDTs - district dispatch center;

AFIS - Aerodrome Flight Information Servicepoletno-information servicing in airfield;

AFIZ - airfield zone of flight information;

ATFM - the organization of flows of air traffic;

ATIS - automatic terminal information servicing;

ATZ - zone of airfield movement;

STOT - Calculated Take off Time - estimated time of take-off;

CTR - dispatching zone;

EOBT - estimated time of cleaning of blocks of the chassis before taxiing;

GAT - general air traffic;

ILS - system of instrument landing;

IMC - instrument weather conditions;

MLS - microwave system of landing;

NOTAM - the message which is distributed by means of telecommunication and contains information on enforcement, condition or change of any aeronautical equipment, servicing and rules, or information, on danger, the timely prevention of which is important for personnel which work is connected with accomplishment of flights;

OAT - operational air traffic;

QFE - specification symbol of pressure at the level of airfield or threshold of the runway (question field elevation - field elevation pressure/Q-code/);

QNH - specification symbol of pressure specified to the average level of the sea (question normal height sea level pressure/Q-code/), on the standard atmosphere;

RVR - visibility range on the runway;

VOLMET - regular broadcasting transfer of meteorological information for AF which are in flight (Meteorological Information for Aircraft in Flight).

1.6. In these Rules terms are used in the following value:

aviation incident - accident - the incident connected with use of AF which takes place since the moment when any face is raised aboard with intention to perform flight to the moment when all persons which were onboard left AF and during which any face sustains bodily harms with the deadly investigation or serious bodily harms or AF sustains damage or destruction of design. Aviation incidents are divided into catastrophic crashes and accidents;

airfield - aerodrome - the certain land area or surface of the water (including any houses placed on it, constructions and the equipment) intended fully or partially for arrival, departure and movement of AF. If the concept "airfield" is used in provisions which concern plans of flights and messages concerning Department of Internal Affairs, it includes also places which can be used by aircraft of certain types, for example by helicopters or aerostats;

airfield of joint basing - joint base aerodromeaerodrom on which the civil and state AF belonging to state bodies, the companies, organizations and the organizations is based. The procedure and conditions of basing of this AF are determined by the joint decision of the relevant state bodies, companies, organizations and organizations;

airfield of joint use - joint use aerodromeaerodrom on which are performed take-off, landing, movement and the parking of AF belonging to state bodies, the companies, organizations and the organizations. Can be based on such airfield only AF, belonging to the owner of airfield; airfield of AFIS - AFIS aerodromenekontrolirovanny airfield in which flight and information services and emergency servicing are provided;

airfield dispatching tower - aerodrome control towerorgan intended for ensuring dispatching servicing of airfield movement;

airfield zone of flight information - aerodrome flight information zone - part of airspace within which flight and information services and emergency servicing of AF which arrive are provided or take off from airfields of AFIS;

airfield dispatching servicing - aerodrome control service - dispatching servicing of airfield movement;

airfield circle of flights - aerodrome traffic circuitustanovlennaya trajectory which shall adhere to AF, the carrying-out flights around airfield;

airfield movement - aerodrome traffic - all movement in zone of maneuvering of airfield, and also flights of all AF which enter airfield circle of flights come out it or are in its limits;

visibility near the earth - ground visibility - visibility in airfield which is reported by the observer or automatic system;

the relevant authority of Department of Internal Affairs - appropriate ATS authority - the relevant organ determined by the state for ensuring servicing of air traffic in the corresponding airspace;

visual landing approach - visual approach - landing approach during flight on PPP when the scheme of landing approach on devices in parts or in full is not maintained, and overriding is carried out on visual land reference points;

visual weather conditions - visual meteorological conditions - the weather conditions expressed in values of visibility range, distances to cloud and height of lower limit of cloud which answer certain minima or exceed them;

the owner of airfield - aerodrome owner - legal entity or physical person which possesses the property right to the parcel of land where the airfield is located or such site is presented to it in permanent use;

glide path - glide path - the decrease profile established for vertical targeting on final stage of landing approach;

The state register of civil airfields of Ukraine - State register of civil aerodromes of Ukraine - the document of state registration of civil airfields, helidromes and seadromes, including airfields of joint basing and joint use;
