About cooperation of the State Parties of the CIS in creation of compatible national telemedicine systems and their further development and use

The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

for the purpose of ensuring cooperation in creation of compatible national telemedicine systems during the forming and projects implementation and the programs containing actions for their implementation in the State Parties of the CIS

recognizing importance of effective use of national telemedicine systems for the purpose of increase in efficiency of protection of public health, and also enhancement of health care systems of the State Parties of the CIS on the basis of use of modern high technologies and innovations,

proceeding from need of rapprochement of the legislation in the field of development and use of compatible national telemedicine systems, being guided by international treaties in this sphere and legislations of the State Parties of this agreement,

aiming at consecutive implementation of this agreement,

agreed as follows:

Article 1

The purpose of this agreement is creation of compatible national telemedicine systems of the State Parties of the CIS with the subsequent ensuring their interaction for public and high-quality delivery of health care to the population in the territories of the State Parties of this agreement, irrespective of social position and the residence of their citizens.

Article 2

For the purposes of this agreement the provided terms have the following values:

telemedicine - complex of the organizational, financial and technological actions providing implementation of remote consulting medical service in case of which the patient or the doctor who is directly conducting examination or treatment of the patient gets remote advice of other doctor with use of the information and communication technologies which are not contradicting national standards;
