Witnessing the commitment of the Universal Declaration of Human Rights and to other international legal acts on human rights, including the Framework convention on protection of ethnic minorities;

claiming and developing the basic rights, freedoms and obligations of citizens enshrined in the Constitution of the Republic of Moldova;

considering historically developed ethnic, cultural and language diversity of the people of the Republic of Moldova;

proceeding from the international legal principles according to which protection of ethnic minorities and the rights and freedoms of persons belonging to these minorities is integral part of human rights protection,

The Parliament adopts this organic law.

Chapter I General provisions

Art. 1. - Persons belonging to ethnic minorities in this law are understood as the persons who are constantly living in the territory of the Republic of Moldova, being her citizens, having the ethnic, cultural, language and religious features distinguishing them from the majority of the population - Moldavians, and realizing themselves persons of other ethnic origin.

Art. 2. - Any person belonging to ethnic minority has the right to choose, be considered freely to it as that or not. This choice or implementation of the related rights shall not handicap this person.

Art. 3. - The relations arising in connection with realization of the rights and freedoms connected with belonging to ethnic minorities are regulated by the Constitution of the Republic of Moldova, this law, other legal acts, and also international treaties and agreements, one of the parties of which is the Republic of Moldova.

Chapter II Basic rights of persons belonging to ethnic minorities

Art. 4. - (The State guarantees 1) to persons belonging to ethnic minorities, the right to equality before the law and to equal protection from the law.
