About activities of the Coordination transport meeting of the State Parties of the Commonwealth of Independent States in 2006-2009

1. Take into consideration the Activities report of the Coordination transport meeting of the State Parties of the Commonwealth of Independent States in 2006-2009 (is attached).
2. Note positive work of the Coordination transport meeting of the State Parties of the CIS in development of cooperation and deepening of integration bonds of the State Parties of the CIS in the field of transport.
3. To coordination transport meeting of the State Parties of the CIS together with the ministries and departments of the State Parties of the CIS to speed up work on realization of the Priority directions of cooperation of the State Parties of the CIS in the field of transport for the period till 2020 approved by the Decision of Council of CIS Heads of Government of November 14, 2008.

The coordination transport meeting of the State Parties of the CIS (further - KTS of the CIS) is formed according to the Agreement on the principles and conditions of relations in the field of transport of December 30, 1991 and is body of interstate regulation of activities sea, automobile and inland water transport, and also all-transport questions in the territories of the State Parties of the CIS in interaction with other bodies of industry cooperation of the CIS in the field of transport.
In the activities KTS of the CIS is guided by the conventional principles and rules of international law, the Charter of the Commonwealth of Independent States, international treaties signed within the Commonwealth of Independent States, decisions of Council of heads of states and Council of CIS Heads of Government, CIS Economic Council and the Regulations on the Coordination transport meeting of the State Parties of the Commonwealth of Independent States approved by the Decision of Council of CIS Heads of Government of September 18, 2003.
KTS of the CIS in the work interacts with Executive committee of the CIS, Council for rail transport of the State Parties of the Commonwealth, Intergovernmental council of road builders, Council for aircraft and use of airspace, the Interstate Aviation Committee and other bodies of industry cooperation of the CIS.
The main objective of KTS of the CIS is assistance to forming of general transport space of the State Parties of the CIS and to functioning sea, automobile and inland water transport in interaction with other modes of transport on the basis of the concepts and programs directed to enhancement of their organizational structure, establishment of the approved tariff policy, providing conditions of transit of loads, environmental protections, safety of transportations of passengers and safety of loads.
For the purpose of creation of conditions for forming of general transport space and functioning sea, automobile and inland water transport in interaction with other modes of transport of KTS of the CIS:
participates in development of measures for harmonization of the laws and other regulations, standards and regulations determining procedure for functioning of transport irrespective of patterns of ownership;
participates in development of financial and economic mechanisms for implementation of joint programs on transport, in carrying out coordinated policy in range of definition of transit fares in the international message (except rail transport) between the State Parties of the CIS, in creation of general system of scientific, technical and technological information base in the field of transport, legal, economic and organizational conditions for fair competition and mutual investment of the capitals;
promotes replenishment and upgrade of vehicle parks for functioning sea, automobile and inland water transport, to creation of joint businesses, associations, multinational corporations in these modes of transport, working off of transport and technological schemes of cargo delivery, including with use of alternative modes of transport and systems of corporate servicing of vehicles;
promotes forming and carrying out the approved scientific and technical policy, including in the field of ecology and traffic safety, and to implementation of cooperation in the field of training and retraining of specialists in the field of transport, proceeding from the approved requirements to level of training.
Members of KTS of the CIS are Ministers of Transport and heads of other state bodies transport of eight State Parties of the CIS: Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, the Russian Federation, Republic of Tajikistan and Ukraine.
