About carrying out reform of system of state regulation of business activity and enhancement of state policy in the field of regulation of business activity

Recognizing the existing system of state regulation as restraining factor of development of economy of the Kyrgyz Republic, and the legislation in this sphere to not meeting modern requirements of economy, for the purpose of development of measures for reform of system of state regulation of business activity and to enhancement of state policy in the field of regulation of business activity, the Government of the Kyrgyz Republic decides:

1. Determine that activities of executive bodies in the field of regulation of business activity shall be directed to optimization of execution of the state functions and provision of high-quality services to subjects of entrepreneurship.

Optimization of the state functions and standardization of the state services shall exclude excessive administrative barriers and excessive intervention in activities of subjects of economic activity, cut down expenses of subjects of entrepreneurship and public funds, reduce corruption mechanisms, create the legislation meeting the requirements of society.

2. Perform state regulation of activities of subjects of economic activity only by the following methods:

- establishment of the minimum mandatory requirements to subjects and objects of business activity;

- establishment of the minimum mandatory normative and technical requirements to production processes and products;

- ensuring productive control of observance of the established requirements.
