I. General provisions

1) This procedure is developed for the purpose of implementation of requirements of article 24 of the Law of the Republic of Tajikistan "About seed farming" and determines the purposes, tasks, procedure for monitoring procedure of quality and certification of seeds.

2) Quality control and certification of seeds are carried out concerning seeds of plant varieties which according to this Provision are made, processed, selected, packed and marked, and also are provided for realization or use in the Republic of Tajikistan or export to other countries.

3) the List of types of plants which certification of their seeds in the territory of the Republic of Tajikistan is considered obligatory are given in appendix 2. * edition of data on process of high-quality control and certification of seeds (for example: quantity of the certified seeds, quantity of the certified seedlings, the number of the certificates and rejected, etc.);

* other actions which promote process to high-quality control and certification of seeds.

6) In case of accomplishment of official tasks in the course of high-quality control and certification of seeds, specialists, the state inspectors and authorized persons, and also employees of test laboratories shall not is under pressure which can work on certification of seeds.

II. Basic concepts

7) In this Procedure the following basic concepts are used:

- seeds - the parts of plants (seed, grain, fruit, tuber crop, root crop, bulb, shank, sapling, seedling, etc.) applied to reproduction of plant varieties;

- seed farming - activities for production or reproduction, processing, certification, realization of seeds of plants, and also registration of grades and seed control;

- seedling - young vaccinated plant which is grown up from the root for creation of gardens, the woods and lines of green protection and other purposes;

- field control of seed crops - inspection of seed crops for the purpose of establishment of their belonging to certain grade, determination of high-quality purity and uniformity of grade, availability of weeds, establishments of defeat of crops diseases and wreckers;

- soil control - establishment of belonging of agricultural plants and seeds to certain grade and determination of high-quality purity of plants by means of crops of seeds on special sites and the subsequent check of agricultural plants;
