The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Approve the Main directions of further development of the medico-public assistance and improvement of quality of life of veterans of voynuchastnik of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015 (are applied).

2. Grant to CIS Economic Council the right to make changes to the Actions plan on realization of the Main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015.

3. To committee on cases of soldiers internationalists under Council of Heads of Government of the State Parties of the Commonwealth annually to inform CIS Economic Council on the course of realization of the specified Main directions.

The main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015

I. General provisions

The main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015 (further - the Main directions) are prepared according to the Decision of CIS Economic Council of December 11, 2009.

The main directions are developed taking into account the Concept of further development of the Commonwealth of Independent States approved by the Decision of Council of heads of states of the CIS of October 5, 2007, and the Concept of development of social and medical bases of improvement of quality of life and prevention of disability of veterans of wars - participants of the local conflicts, peacekeeping transactions and the victims of terrorism in the State Parties of the CIS for 2006-2010, approved by the Decision of Council of CIS Heads of Government of May 25, 2006. Intergovernmental agreements, national legal acts in the field of social support of veterans, decrees of presidents, resolutions of the governments, concepts and strategies of development of health care, and also interstate and state programs of the State Parties of the CIS are also used. The main directions shall promote further development of the medico-public assistance, improvement of quality of life of veterans of voynuchastnik of the local conflicts, members of their families and to form conceptual basis for development and implementation of regional and state programs in the State Parties of the CIS.

The purpose of the Main directions is assistance to improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families (further - veterans of wars), providing with state bodies and organizations, public organizations and veterans of the economic, social, cultural, spiritual conditions, political, psychological climate promoting increase in life expectancy, decrease in premature death rate, disability and incidence, achievement of satisfaction with life and longevity.

Main objectives

1. Based on the national strategy of improvement of quality of life of the population existing in the State Parties of the CIS to determine the priority directions of social support and medical care to veterans of wars urgent for all State Parties of the CIS.

2. Develop taking into account social and economic features of the State Parties of the CIS the effective system of the medico-public assistance based on the principles of joint liability between the state, society and the person, providing worthy quality of life.

3. Develop and approve functional and organizational models of development of prevention of diseases, recovery treatment and rehabilitation of veterans of wars at the interstate level.

4. Create the legal base in the field of implementation of new progressive technologies of the medico-public assistance; develop standard agreements about carrying out research works; create the interstate centers of health protection, prevention of diseases and aging of veterans of wars based on the medical and social institutions existing in the states, to develop and implement single programs of training of specialists of recovery treatment, complex rehabilitation.

5. Develop and conduct pilot researches on implementation at the interstate level of electronic files (cards) of health of veterans of wars, perform permanent monitoring of quality of life, including economic, medical, social aspects.

6. Develop procedure for the direction of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS on inspection, preventive actions, treatment and rehabilitation in medical and sanatorium institutions of the State Parties of the CIS.

7. Create single interstate information space on interaction of government institutions, public organizations, socially oriented business in improvement of quality of life, ensuring active creative longevity of veterans of wars, to exchange of the accumulated experience, holding of conferences, the training seminars and symposiums.

8. Prepare and publish scientific practice guidance on development of the medico-public assistance to veterans of wars.

9. Following the results of the Plan of realization of the Main directions to prepare methodical materials on standardization of quality and criteria of efficiency of the medico-public assistance to this contingent.

10. Develop the interstate program of improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for 2016-2020 on the basis of implementation of innovative technologies of diagnostics, treatment and rehabilitation.

II. Condition and tendencies of development of social support of veterans of wars - participants of the local conflicts in the State Parties of the CIS

In the State Parties of the CIS now and for long-term outlook need of large-scale investments into human potential and first of all in the people who made huge contribution to providing the world and creation of the modern economically developed states is recognized as priority. Veterans of wars, members of families of the dead can expect adequate social support of the state and ensuring their social wellbeing. Care of defenders of the Fatherland, veterans of wars is the priority direction of social policy of each State Party of the CIS. Quality of life of people and sustainable social and economic development of the state depend on effective social support. For this reason respect for balance between humanity and social justice, on the one hand, economic feasibility and priorities of development of society, with another is necessary. At the same time paramount value is given to improvement of quality of life, material security of veterans.
