The Parliament adopts this organic law.

This law determines the basic principles of the organization and regulation of production, storage, transfer, distribution, delivery and gas consumption, and also system of protection of consumer interests.

The purpose of this law is creation of the legal framework for ensuring the broad competition in the market of gas for the purpose of increase in efficiency of gas system.

Chapter I GENERAL PROVISIONS

Article 1. Scope of this law

(1) Operation of this law extends on:

a) production and fuel storage of gas (further - gas);

b) transfer and distribution of gas;

c) gas supply, including by means of import, export and transit;

d) gas prices and market of gas;

e) licensing;

f) consumer protection.

(2) This law governs legal relations between participants of the market of gas: gas companies, suppliers and consumers.

(3) Operation of this law does not extend to use of balloon gas which is regulated by the regulating documents established by the law.

Article 2. General terms

Gas shall be made, be stored, be transferred, be distributed and be delivered most in an efficient manner, with observance of legal acts for property, environmental protection, labor protection, other legal acts and according to interests of national economy and the rights of consumers.

Article 3. Basic concepts

For the purpose of this law the following basic concepts are used in value:

gas system - set of the manufacturing companies, the gas storages transferring and distribution networks and installations of consumers;

the gas company - the legal entity who is engaged in production, storage, transfer or distribution of gas;
