About the main pipeline transport

This law establishes legal and organizational basis of functioning of the main pipeline transport (further - pipeline transport), governs the relations in this area for the purpose of ensuring reliability and safety of bulk distribution lines (further - pipelines) at all stages of their creation and functioning, and also for the purpose of protection of life and health of the population, the environment from possible negative impact of pipeline transport.

Chapter I General provisions

Article 1. Law scope

This law extends to the pipelines intended for transportation of natural, oil, artificial hydrocarbon gas and oil products.

Article 2. Structure of pipelines

Are part of pipelines:

a) the pipeline with branches and loopings, shutoff valves, transitions through natural and artificial obstacles, junction points of pumping and compressor stations, nodes of start-up and acceptance of clearing and diagnostic devices, nodes of measurement of consumption of gas, kondensatosbornik, devices for methanol input, nodes of descent of product or purge of gas;

b) installations of electrochemical protection of pipelines against corrosion, line and construction of technological communication, means of telemechanics;

c) power lines and devices of electric utility service and remote control of shutoff valves and installations of electrochemical protection of pipelines;

d) fire-proof means, antierosion and protective constructions;

e) constructions of linear service of operation of pipelines;

f) the permanent roads, helipads located along routes of pipelines and entrances to them, identification and alarm marks of the location of pipelines;

g) head and the relay repumping and bulk pumping points, reservoir parks, compressor and gas distribution stations;

h) automobile gas-filling stations, gas-filling stations;

i) bulk and drain platforms;

j) subjects to social appointment and others, belonging to pipeline transport.
