Art. 1. - In this law the basic rules and conditions of management, development and use of public post services in the Republic of Moldova, the rights and obligations of the state, physical persons and legal entities in the field of communication between people and transportations of material values are established.
Art. 2. - In this law the following concepts are used:
post network - set of objects of mail service and post routes;
mailings - correspondence (letters, postcards, printing editions, small packets, telegrams), sending (documents, values, material benefits), the money (postal and wire transfers, pensions, subsidies, benefits, etc.) transferred to post operators for transportation and transfer to the receiver as within the country, and beyond its limits;
the registered mailings - mailings in case of which acceptance to the sender the receipt is written out;
post services - acceptance, transportation and delivery of mailings to the addressee;
the main post services - the post services rendered in limits of all country, including:
- correspondence;
- postal and wire transfers;
- delivery of pensions, subsidies and benefits;
- the post services including sending, and/or the post express services including correspondence and sending.
Art. 3. - (1) the Mail service represents single technological system of the companies and vehicles providing acceptance, transportation, delivery of mailings, and also transportation of money, delivery of pensions, subsidies, benefits and other payments of special purpose.
(2) This law guarantees rendering post services to any physical person and legal entity in all territory of the country, and also free sending and transit transportation of mailings.
