About industrial safety of hazardous production facilities

The Parliament adopts this organic law.

This law determines legal, economic and social basis of ensuring safe operation of hazardous production facilities and is directed to the prevention of accidents on hazardous production facilities and ensuring readiness of the business entities performing activities on these objects to localization and mitigation of consequences of industrial accidents and technogenic catastrophes, and also on protection of the population and the environment.

Chapter I GENERAL PROVISIONS

Article 1. Basic concepts

For the purpose of this law the following basic concepts are used:

the activities performed in the field of industrial safety - activities when which implementing in unspecified procedure harm can be done to vital interests, health and property of citizens and societies and the environment;

permission - assessment procedure of hazardous production facility or process on which or during which activities are performed and/or works in the field of industrial safety in the conditions of the safety and reliability provided by this law, other regulations and normative and technical documents with the subsequent issue of the relevant document to the applicant are conducted;

accident - destruction of the constructions and/or technical devices used on hazardous production facility, uncontrollable explosion and/or emission of dangerous substances and also poisonings, infections and other defeats with these substances;

production supervision - complex of the organizational and technical measures undertaken by business entity for the purpose of accident prevention and incidents on hazardous production facilities and which are one of elements of system of conducting works in the field of industrial safety;
