This law establishes legal, economic and organizational basis of production, quality control, realization and use of seeds of agricultural plants and governs legal relations between state bodies, producers and consumers of seeds.

Chapter I General provisions

Article 1. Basic concepts and terms

The concepts and terms used in this law have the following values:

Seeds - any reproductive material (the seeds received by any methods of reproduction, fruits, material for reproduction and landing) intended for reproduction or reproduction of agricultural plants, including essential oil-bearing cultures.

Biological categories:

Seeds of originator (selector) - the seeds received by scientific methods by consecutive selection of parent forms of plants and assessment of their posterity for the purpose of preserving grade and intended for production of seeds of superelite.

Superelite seeds - seeds of all biological links between seeds of originator and seeds of elite:

- received by sokhranitel or under its direct management;

- made from seeds of originator or from superelite seeds;

Elite seeds - seeds:

- received by sokhranitel or under its direct management;

- the superelite made from seeds;

- intended for production of the certified seeds;

- meeting the requirements of statutory rules of high-quality purity, viability and others, specific to elite seeds.

The seeds certified (in the operating terminology - seeds of the first, second and third reproduction):

- in case of hybrids for realization - the seeds made on sites of hybridization from elite seeds held for use on crops;
