This law governs the public relations arising in connection with realization by citizens of constitutional right on creation and the accession to labor unions, establishes the legal basis of their creation, activities guarantee, governs their relations with the public authorities, employers and associations of employers.

Chapter I General provisions

Article 1. Basic concepts

In this law the following basic concepts are used in value:

labor unions - the associations combining on the principle of voluntariness of the physical persons connected by common interests, including by the nature of their activities, and created for protection of the collective and individual professional, economic, labor and social rights and interests of the members;

primary trade-union organization - voluntary consolidation of members of labor union on the basis of the common interests working, as a rule, at one company in one organization, one organization irrespective of form of business and type of property, departmental or industry accessory;

the member of labor union - person (the worker, the unemployed, the pensioner, the student, etc.) staying on the registry in primary trade-union organization;

trade-union body - the governing body created according to the charter of primary trade-union organization or territorial industry or cross-industry trade-union center or according to the charter of the national and industry or national and cross-industry trade-union center;

the trade-union organizer – the head of primary trade-union organization;

the territorial industry trade-union center - the voluntary merging of primary trade-union organizations of one industry operating, as a rule, in the territory of the area, autonomous territorial education, municipium, the city;
