About bases of social servicing of the population in the Kyrgyz Republic

This Law establishes bases of legal regulation in the field of social servicing of the population.
Social servicing represents activities of social services for rendering social and legal services, financial support, carrying out social adaptation and rehabilitation of the citizens who are in difficult life situation.
The sphere of social servicing in the Kyrgyz Republic is regulated by the Constitution of the Kyrgyz Republic, this Law and other regulatory legal acts of the Kyrgyz Republic adopted according to them.
In this Law the following basic concepts are applied:
accreditation - assessment procedure of the semiportable organizations and organizations of social servicing providing social services to clients of social service by results of which the certificate on accreditation certifying that the accredited organization conforms to the established requirements is issued;
neglected - the minor with the uncontrolled behavior which became possible owing to non-execution or improper execution of obligations on his education, training and content from parents or legal representatives, or officials;
homeless - neglected, not taking residences and (or) places of stay;
the gerontological centers - the non-profit organizations giving social medical care to elderly citizens;
deviant behavior - the behavior contradicting the legal and (or) ethical standards accepted in society including socially dangerous behavior;
orphan children are persons aged up to eighteen years at which parents (parent) died;
