About quarantine of plants

This Law determines the general legal basis of quarantine of plants, the activities of state bodies, companies, organizations, organizations, officials and citizens directed to the prevention of delivery and distribution in the territory of the Kyrgyz Republic of quarantine wreckers, diseases of plants and weeds.
The legislation on quarantine of plants is based on the Constitution of the Kyrgyz Republic and consists of this Law, others legislative and the regulations adopted according to the Law.
Regulatory legal acts on quarantine of plants is subject for publication and, except for the urgent circumstances connected with health protection and human lives and protection of plants become effective not earlier than 15 days from the moment of publication.
In this Law the terms below are used in the following value:
quarantine of plants - the activities directed to the prevention of introduction and/or distribution of quarantine harmful organisms or to ensuring official fight against them;
the particular quarantine treatment - the particular legal regime of activities of state bodies and local government bodies, companies, organizations, organizations and farms irrespective of patterns of ownership directed to localization and liquidation of the centers of quarantine objects, allowing temporary establishment of the restrictions provided by this Law and implementation of the rights of citizens and legal entities and assigning to them subsidiary duties;
