Corruption (corruption offense) represents mercenary act of the officials who are carrying out certain functional obligations in public sector which leads to violation of the functional obligations assigned to them according to the status of the government employee, and other relations aims at receipt of illegal benefits for itself and others and creates threat to interests of society and state.
It includes:
- bribery, theft, plunder, negligence and assignment of the state-owned and private property by officials;
- abuse of official position for receipt of any illegal benefits (privileges, benefits) for and others as a result of inofficial use of the official status.
The main objectives of this Law are:
- prevention of corruption offense, and also its identification and suppression;
- ensuring protection of the rights, freedoms of citizens and interests of society;
- recovery violated the rights and legitimate interests of citizens and legal entities, liquidation of other effects caused by corruption;
- safety of the state and effective functioning of public authorities;
- strengthening of the authority of public service, forming at citizens of respect for public service and the government employee;
- ensuring inevitability of responsibility for making of corruption offenses;
- creation of the conditions providing integrity of persons performing the state functions.
