Article 1. Coverage of this Federal Law

1. This Federal Law determines legal status of associations of employers, procedure for their creation, activities, reorganization and liquidation.

2. Operation of this Federal Law extends to all associations of employers performing activities in the territory of the Russian Federation.

Article 2. Right of employers to consolidation

1. Employers for the purpose of representation and protection of the rights and the interests protected by the law without preliminary permission of public authorities, local government bodies, other bodies have the right to create on voluntary basis of merging of employers, and also to enter associations of employers according to the procedure, established by charters of associations of employers.

2. The state assists realization of the right of employers to consolidation, participation of associations of employers according to the procedure, established by the Federal Laws and other regulatory legal acts of the Russian Federation, in forming and realization of state policy in the field of the social and labor relations and the related economic relations, gives according to the Federal Laws support to associations of employers as to socially oriented non-profit organizations, including provision to the employers who are members of merging of employers according to the legislation on taxes and fees of tax benefits regarding their fees in associations of employers, creates other conditions stimulating the entry of employers in associations of employers.
