Article 1. The citizens of the Russian Federation having the right to collateral monthly material security for outstanding achievements and special merits in front of the Russian Federation

2. The collateral material security is appointed:

1) to Heroes of the Soviet Union, Heroes of the Russian Federation;

2) to the citizens awarded with the Order of St. Andrew the Apostle the First-Called;

3) to the citizens awarded with the Order of Lenin;

3. 1) to the citizens awarded with the Order of Saint George 1 class, to the citizens awarded with the Order of Saint George 2 class, to the citizens awarded with the Order of Saint George 3 class, to the citizens awarded with the Order of Saint George 4 class;
