About the state policy connected with the Azerbaijanians living abroad

This Law establishes the purpose and the principles of state policy of the Azerbaijan Republic connected with the Azerbaijanians living abroad and activities of state bodies, is connected with implementation of this policy.

Article 1. Concept the Azerbaijanians living abroad

1.1. For the purpose of this Law the Azerbaijanians living abroad are understood as words the following persons living outside the Azerbaijan Republic and considering themselves Azerbaijanians:

1.1.1. citizens of the Azerbaijan Republic and their children;

1.1.2. persons who were citizens of the Azerbaijani SSR or the Azerbaijan Republic earlier, and their children.

1.2. The concept the Azerbaijanians living abroad also extends to persons who are not referred to the categories specified in articles 1.1.1 and 1.1.2 of this Law which however are reading out themselves Azerbaijanians from the ethnic, language point of view, the point of view of culture or historical links and their children.

Article 2. The purposes of the state policy connected with the Azerbaijanians living abroad

2.0. The purposes of the state policy connected with the Azerbaijanians living abroad consist in:

2.0.1. rendering assistance of realization of basic rights and freedoms of the Azerbaijanians living abroad, to preserving and development of the national originality by them according to the commonly accepted principles and rules of international law, international treaties which participant is the Azerbaijan Republic, and the legislation of the Azerbaijan Republic, and also taking into account the legislation of the corresponding foreign states;

2.0.2. creation of conditions for establishment and development by the Azerbaijanians living abroad, close ties with state bodies, and also non-governmental organizations of the Azerbaijan Republic, receipt by them of information on domestic and foreign policy of the Azerbaijan Republic, economic, social and cultural life of the country;
