On regulation of implementation of human rights and freedoms in the Azerbaijan Republic

This Constitutional Law is adopted for the purpose of reduction of implementation of human rights and freedoms in the Azerbaijan Republic in compliance with the Convention "About Protection of the Rights and Fundamental Freedoms of the Person".

Article 1. Main conditions of implementation of human rights and freedoms

1.1. Any provision of the Constitution of the Azerbaijan Republic and this Constitutional Law cannot be interpreted or understood by state bodies, the organizations or individuals as the provision creating the legal basis for the activities or actions directed to liquidation of rights and freedoms of man and citizen or their restriction more than it is provided by the Constitution of the Azerbaijan Republic and this Constitutional Law.

1.2. Nobody shall abuse the rights and freedoms.

Article 2. Human rights which restriction is forbidden

Stipulated in Article 27 (except as specified death, resulted from lawful warfare), 28, part III of Article 46, Articles 63, 64 and part VIII of article 71 of the Constitution of the Azerbaijan Republic of the right cannot be limited to part of 1 Article, concerning them clauses cannot be determined.

Article 3. Requirements concerning restriction of human rights and freedoms based on the Law

3.1. Provided by the Constitution of the Azerbaijan Republic and international treaties which participant is the Azerbaijan Republic, human rights and freedoms can be limited only to the law.
