Section I. General provisions

Activities in the field of mail service in the Kyrgyz Republic are performed on the principles:

- departments of functions of the state on development of policy in the field of mail service and to regulation of activities of the companies of mail service and operators from functions on operation of networks and provision of services of mail service;

- quality assurance and reliability of services of mail service;

- creating favorable conditions for attraction of foreign investments in industry of mail service;

- equal access of all legal entities and physical persons to networks and services of mail service;

- observance of mail service of confidentiality of information of users by the companies;

- providing rights and interests of users of services of mail service;

- regulations of activities of mail service within the single post territory which is under jurisdiction of the Kyrgyz Republic;
